黄泉安工作队筹备超高速网络基建 槟要成为光纤都市

(槟城28日讯)随着电讯塔合法化的宽限期截止后,由槟州首长幕僚长黄泉安领导的工作队,将专注筹备超高速光纤网络发展工作,以打造槟州成为国内首个拥有达到韩国光纤水平的州属!

电讯塔合法化宽限期6月30日结束在即,槟州政府电讯基设工作队却没有闲下来,他们开始着手筹备超高速光纤网络的基建工作。槟州政府电讯基设工作队主席黄泉安受访时说,电讯塔合法化的申请执照、执法行动等,皆由槟地方政府负责,而他领导的工作队,将专注筹备超高速光纤网络工作。

“光纤的好处是不管上传、下载速度都很快,韩国是全球光纤网络布建最成熟、宽频速达60Mbps,是亚洲宽频最高速的国家,这也是我这半年内去了韩国6趟的主因。”

虽然如此,他说,由于这个规划涉及大道局、公共工程局、地方政府等多方,加上需要专业技术、融资来源等,完善的规划与协调非常重要,目前一切仍在起步阶段,预计要3至5年才能具体化 “都市光纤大蓝图”。

他说,这是3月槟州发展机构与马电讯签署合作协议书,为州内电讯塔装置高纤服务后,配合首长林冠英致力将槟州转型,迈向国际都市及高收入经济体的其中一步。

“槟州是继雪兰莪、柔佛、吉兰丹、霹雳、玻璃市、森美兰及吉打后,第8个与马电讯签署相关合约的州属,但合约5月初开始生效,已开始收到分红,而筹备超高速光纤网络的基建工作,就是为保障槟州电讯需求的第一步。”

经合组织数据显示引领全球 韩日光纤接入率高

根据网络资料,经济合作发展组织(OECD,下称“经合组织”)公布数据显示,光纤已成为韩国和日本最大的单一宽带技术,引领全球家庭的超高速网络接入比例。

截至2009年6月,韩国每100名居民中有12.2名使用光纤接入,光纤接入率比2008年12月的10.4%高;日本方面,日本的光纤普及率为10.2%,唯一接近日韩这一比率的国家是瑞典,光纤接入率为6%。

韩国的光纤普及率甚至高于经合组织中5个国家,即希腊、波兰、斯洛伐克、土耳其及墨西哥的宽带普及率。专家相信,随着3G来袭,越来越多的国家、城市网络将会被光纤所覆盖。

由单一电讯公司垄断 大马宽频发展步伐慢

询及为何马来西亚在宽频发展步伐较慢时,他认为,单一电讯公司垄断是主要原因,而旧有的电话线上网机制由马电讯垄断,也许是商业盈利考量,其他业者很难进入相关范围,所以进步也较慢。

无论如何,他强调,光纤成本已较10年前低,加上本地宽频使用程度提高,现在正是我国引向超高速光纤网络的最好时机。

都市光纤大蓝图若成功实行 家用宽频每秒10Mpbs

“都市光纤大蓝图”计划若成功实行,槟州家用宽频可达每秒10Mpbs!

黄泉安指出,目前我国家庭宽频速度一般达1Mpbs,“都市光纤大蓝图”计划的目标是达到家用宽频每秒10Mpbs,商用宽频则达至少20Mpbs至40Mpbs。

他坦诚,虽然已与韩国及澳洲的专家取得联系,并有专业技术人员支持,但要达到上述目标,还必须克服许多层面的挑战。他提及,其中乔治市是世遗范围,电讯塔或电讯站的设立必须符合世遗条规,业者之前提出“化妆”电讯塔或电讯站,让它们与建筑物融合在一起,但被地方政府拒绝。

“乔治市也是许多显要机构的所在地,因此我们必须想办法解决这个收讯盲点;至于新建的商业及住宅区,则会规划‘都市光纤网络’(Metro Optical Link)。”

另外,他提及光纤网络资料库管理也是重要的一环,因为万一网络发生故障时,资料库的管理员可迅速查出原因及发生故障的地点,及时解决问题。

确保工程符合国际水平 设计光纤管道地势图

为了确保所有光纤网管工程符合国际水平,设计“光纤管道地势图”这环节不容忽视。

黄泉安指出,由于光纤网络管必须埋在地底下,因此工程计划不只涉及地方政府,涉及的单位还包括大道局及公共工程局等,各部门间良好的协调是计划成功的关键。

他说,现在已有业者通过非法管道将光纤管藏在水沟及排水道内,影响排水道作业,雨季加上垃圾阻塞,可能会引起水患。

28电讯装置高频光纤

槟州发展机构电讯服务有限公司与马电讯在3月19日签署5年的合作协议,在第一阶段,马电讯将为槟州已圈定的28个电讯塔装置速度可以达到1Gbps的高频光纤,取代原有的无线电,以便与世界互联网组织衔接。

黄泉安当时说,目前的趋势除了声音,数据及图像传送极为重要,因此需要高宽频设施。同时,也是为了支持在转型中的峇六拜自由工业区朝向研发领域,及医药领域的发展。

目前高度使用高频光纤的亚洲国家包括日本及香港,而韩国则是世界级光纤宽频网络的佼佼者。根据FTTH Council统计,南韩光纤到户渗透率达37%,居全球之冠,而日本则紧接香港之后,位居第3,光纤到户渗透率为24%。

什么是光纤网络

什么是光纤网络(fiber-optic networking) ?

光纤是由玻璃或塑胶纤维组成,将讯息从一端传送到另一端的媒介。

它可以像一般铜缆线,传送电话通话或电脑数据等资料,所不同的是,光纤传送的是光讯号而非电讯号,因此,光纤具有宽频宽、低损耗、屏蔽电磁辐射、重量轻、安全性和隐密性的优点。

光纤系统的传输过程与其他通讯传输的过程大致相同,即编码→传输→解码。电子讯号输入后,透过传输器将讯号数位编码,成为光讯号,光线透过光纤为媒介,传送到另一端的接受器,接受器再将讯号解码,还原成原先的电子讯号输出。

電磁波最新報告漏洞多多‧MCMC:沒實證不跟隨!

(檳城)“電磁波最新研究報告”(BioInitiative Report)漏洞處處,大馬多媒體通訊委員會(MCMC)議決不跟隨!

檳州電訊設備特別委員會主席黃泉安說,大馬多媒體通訊委員會北馬區主任依斯邁早前回信給他,清楚表明該會不採納檳城電磁輻射公害防護聯盟所提出的要求,即全面依循“電磁波最新研究報告”規範的電磁標準。

“依斯邁在信中說,這項研究報告欠缺實證基礎,至少截至目前為止,仍沒有確鑿證據表明電訊塔會嚴重危害健康,而且,大馬所採用的國際非游離輻射防護委員會(ICNIRP)的條例仍然有效,這也被許多國家包括德國認同。”

他說,檳聯盟之前曾高調引用俄羅斯科學家尤利的訴求,但大馬多媒體通訊委員會告訴他,事實上,就算是尤利的母國俄羅斯,也沒有採用“電磁波最新研究報告”的標準,反而是和大馬一樣,使用世衛訂定的規格。

若循聯盟要求將失網絡服務

黃泉安也說,假設按聯盟的要求,實施電訊塔半徑100公尺範圍必須沒有人居住,那麼,城市地區將會沒有任何網絡服務了。因此,他們將不會採納檳聯盟的建議,限制電訊塔。

他是在週五(6月25日)召開新聞發佈會時,這麼說。

提供4報告力證有問題
希望檳聯盟停止爭吵


也是日落洞區國會議員的黃泉安,除了搬出大馬多媒體通訊委員會的答覆外,亦提供了4份報告予所有的媒體,力證“電磁波最新研究報告”是個有問題的報告,而且電磁波及罹患癌症並沒有直接的關係。

“看起來,許多權威研究均認為‘BioInitiative Report’不嚴謹,而且漏洞很多,不值得採用。我會把這些報告呈交首長及州行政議員曹觀友,同時亦會交給聯盟一份。”

他希望檳聯盟能夠停止爭吵,而且不要再把刀口對準檳州政府。

“讓我閉門思過好了!”
黃泉安回應曹觀友要求反省事


針對行動黨檳州主席曹觀友早前接受媒體訪問時,戲言“黃泉安應該反省”一事,他週五笑說:“那讓我閉門思過好了!”
對於“不出席會議”的指責,黃泉安卻轉個彎表示,曹觀友身兼多職,“我相信他有時也會取舍,選一個重要的會議出席。”

他強調,儘管平時很忙,但在國會的出席率上,他卻相當滿意的。

“這是效率的問題。我覺得曹觀友好像不太信任手機簡訊或者是電子郵件,我之前寄給他的信,好多都沒有得到回復。”
7月9辦座談暸解電訊問題

黃泉安也說,為了讓更多行動黨的議員可以瞭解電訊設備的問題,他將在7月9日舉辦一項座談,取名為“檳州電訊設施的展望及挑戰”,希望屆時郭庭愷等州議員可以出席,多多瞭解一番。

黃泉安提出四份報告力證“電磁波最新研究報告”(BioInitiative Report)有問題

歐盟報告摘要(2007年10月30日)

(1)“電磁波最新研究報告”由各作者單獨寫作成章,非一個工作團隊研究後所達成的共識,更沒有列明研究由誰資助、發動以及可能引發的利益衝突,故此不足以構成一個嚴謹的學說。
(2)作者以過份警惕及高度情緒性的語言書寫成章,當中也沒有令人信服的科研報告支撐。
(3)這是一個一面倒的報告,沒有平衡討論各種不同的意見,而且提呈的數據和國際間的研究報告落差甚大。
(4)如果這份報告成立,那失眠、頭痛、疲勞、皮膚失調、敏感、沒有胃口、記憶不好、老人癡呆症等病痛,都是電磁波所引發的,然而,這樣以偏概全的結論可以被接受嗎?
(5)截至目前為止,還沒有一份國際性的研究指出,上述的病症乃電磁波所造成。

荷蘭衛生評議會提呈予房屋、空間規劃及環境部的報告摘要:

(1)“電磁波最新研究報告”由不同作者書寫後集結成書,欠缺團隊的共識,而且有些作者非科研出身。
(2)研究方法不清不楚,令人生疑。
(3)作者選擇性引用例證。
(4)作者引述錯誤的資料。
(5)整份報告淪為主觀的論述,缺乏科學思辨。

無線電製造商(MMF)論壇報告摘要:

(1)“電磁波最新研究報告”並非嚴謹可靠的報告。
(2)報告書內沒有涵蓋新的科學數據,只反映作者群的各自解讀。
(3)沒有提供充份的證據證明,曝露在電磁波內會導致各種疾病的發生。
(4)國際多份報告及專家均指出這份報告欠缺嚴謹、科學的研究方法和論證。

英國醫藥期刊(BMJ)摘要:

(1)最新研究顯示,孕婦就算暴露在電訊塔臨近,她及兒女將來罹患癌症的機會並不會較其他人高。
(2)這項由英國帝國學院公共衛生及流行病研究專家伊利亞特教授從1999年開始做出的研究顯示,孩童罹患各種癌症,和電訊塔沒有直接關係。
(3)如果電訊塔減少,手機就會自動增加電力把訊號發出去,如此一來,反而危險。

(檳城)檳州政府電訊基設特別工作隊主席黃泉安說,他相信黨內有人不斷煽動,以期促使他和檳州行動黨主席曹觀友的關係出現緊張。

黃泉安是針對被曹觀友認為應該自我反思,因為可能黃泉安經常缺席會議,導致很多議員對電訊公司的事宜一概不知。

黃泉安回應說,雖然他很少出席會議,不過身為國會議員兼黨全國副主席的曹觀友,同樣也很少出席國會與黨中委會議。而身為日落洞區國會議員的他,則出席國會與該黨中委會議的次數,比曹觀友多,維持了良好出席紀錄。這就反映出他和曹觀友對於一些會議,都是選擇性與取捨來決定是否出席。

他還說,由於該黨全國很多各地區部主辦活動或講座會,都會邀請他出席主講,甚至為了檳州政府電訊基設特別工作隊與中央政府通訊、多媒體委員會解決州內電訊塔或發射器問題,促使他必須全國走透透,有時還必須隨團投資檳城機構出國招商、考察。

他強調,他和曹觀友的關係非常良好,也非一般人能夠在背後挑撥。

也是日落洞區國會議員黃泉安,今日(週五,6月25日)在光大28樓檳州首席部長辦公室會議室召開記者會時這麼說。
他指出,為了讓州內的國州議員對於建設電訊塔與發射器指南,以及更廣泛認識電訊發射器是否會危害人體健康,州秘書署與檳州地方政府將於7月9日下午3時主辦電訊塔的課題,屆時希望州內各國州議員踴躍出席。

他披露,有人說他是講座會的受邀者,但其實他屆時是講座會的其中一名主講人,講題為“檳州電訊設施未來展望與挑戰”。

他說,除了他是主講人,檳州發展機構代表瑪力也會針對非法電訊塔的課題,與議員更進一步的交流,並讓議員們從受中再受到教育的機會。

少議員出席電訊塔講座

檳州政府電訊基設特別工作隊主席黃泉安說,其實他曾經辦過兩次有關電訊塔課題的講座會,遺憾的是很少國州市議員出席。他認為,如果上兩次州內的國州市議員都踴躍出席電訊塔的講座會,7月9日就不需要再主辦類似的講座會。
他聲稱,他現在不便公佈缺席講座會的國州市議員的名單,只有在必須要時才會作出公佈。

他希望這次州內的國州市議員不要再缺席,避免再有議員對電訊塔課題一知半解,也希望屆時能夠見到檳州行動黨州秘書郭庭愷也能夠出席該講座會。

他續說,有關大馬通訊與多媒體委員會與各先進國針對電訊發射器是否會危害人體健康釐清報告,將提呈給檳州首席部長林冠英與檳州地方政府委員會主席曹觀友作為參考。

黃泉安週五在光大28樓檳州首席部長辦公室會議室召開記者會後,剛好記者在首長辦公室碰上檳州行動黨主席曹觀友。

曹觀友受詢針對黃泉安指他也同樣選擇性出席國會與該黨中委會議時坦承:“我的確是很少出席國會與該黨中委會議。”之後便表示要趕著上洗手間,拒絕再針對黃泉安的言論發表進一步談話。

電訊塔輻射製造“白色恐怖”
可在煽動法令下被控


檳州政府電訊基設特別工作隊主席黃泉安指出,中央政府通訊與多媒體部,在本季國會辯論時已經明確告訴他,今後任何非政府組織,針對電訊塔輻射危害健康課題而以高壓手段在民間散播不具科學論證,並製造“白色恐怖”,將會在內政部1984年煽動法令下被提控。

他說,內政部1984年煽動法令明確指出,任何人在民間中製造“白色恐怖”,以危害到社會秩序,將會在此法令下被提控。

他表示,這並不是他個人講而已,而且是通訊與多媒體部副部長拿督拿督佐瑟沙朗在國會上這麼答覆。

他希望檳州電磁輻射公害防護聯盟適可而止,不要再發表沒有科學論證對民眾製造一個“白色恐怖”,混淆人民對電訊塔或發射器電磁輻射恐懼,危害到國家社會秩序。

也是日落洞區國會議員黃泉安,週五在檳首長辦公室召開記者會時這麼說。

他指出,今後任何檳州電磁輻射公害防護聯盟的言論,他不會再回應,希望有關組織能夠咨詢大馬通訊與多媒體委員會,同時希望他們不要再對州政府採取高壓手段。

他也希望檳州電磁輻射公害防護聯盟醫藥顧問涂仲儀,能夠出席有關研究電磁輻射的會議,否則勿再發表是是非非的不實言論。

“而且,若檳州電磁輻射公害防護聯盟近內若與大馬通訊與多媒體委員會進行對話後,希望他們能夠把對話內容公佈出來。”

不採納電磁場公共暴露標準

檳州政府電訊基設特別工作隊主席黃泉安指出,大馬通訊與多媒體委員會已經明確告知他,政府無意採納不具科學論證的電磁場公共暴露標準(Bio-Initiativereport),而且很多先進國家,包括毆盟國家等機構,都已經否決了電磁場公共暴露標準。

他說,檳州電磁輻射公害防護聯盟的建議,將會對現今的流動及無線網絡供應商帶來諸多不便,尤其是對於供應商在提供優質的服務方面(Qos)。

“此聯盟提出的限制射頻密度(0.6v/m)將造成供應商非得在各個地區設立更多的電訊塔。現今以當前的限制為例,地方當局及通訊與多媒體委員所設立的程序及條件將對那些欲設立新電訊塔的供應商帶來諸多的不便,試想如果採用此聯盟建議的限制,需要實施電訊塔半圓徑100米範圍為無人禁區,那麼,尤其是在城市地區將會沒有任何流動及無線網絡服務了。”

“況且,檳州電磁輻射公害防護聯盟建議的報告書裡,有關Yury博士和俄羅斯國家非電離輻射防護委員會(RNCNIRP)並沒有納入生物學的電磁場公共暴露標準。”

他說,大馬通訊與多媒體委員會不會採用Yury博士電磁場公共暴露標準見解。

黄泉安:没证据指有害人类 辐射安全指标不修改

(槟城25日讯)槟州发展机构电讯服务子公司董事主席黄泉安指出,经过国会及马来西亚通讯与多媒体委员会(MCMC)讨论后,决定继续援引国际非电离辐射保护委员会(ICNIRP),即世界卫生组织(WHO)所设定的地磁辐射规格。

他今日召开记者会,提出3份来自荷兰、世界卫生组织及英国的研究报告,表示槟城电磁辐射公害防护联盟所提出的国际大型电磁辐射研究报告(The Biolnitiative Report)缺乏理性科学认证,因此当局不考虑修改我国电磁辐射的安全指标。

“由于没有确凿证据表明射频电磁场辐射会影响健康,因此目前ICNIRP所设的条例仍是充份及有效的。”

他强调,制定电磁辐射安全规格的权限不在州政府,而他已通过所有渠道联系中央,希望槟城电磁辐射公害防护联盟以后不再向州政府施压。黄泉安也是日落洞区国会议员,他是在马来西亚通讯与多媒体委员会(MCMC)北马区主任依斯迈奥斯曼陪同下,召开记者会时如是指出。

“州政府没有制定电磁辐射规格的权限,联盟以后若有什么问题,可与马来西亚通讯与多媒体委员会联络,我也祝福他们会谈顺利。”

此外,他说,新闻、通讯及文化部副部长拿督佐瑟在国会回应他时指出,如果该联盟继续混淆民众对电磁辐射的认识,不排除会遭内政部以刑事法典或煽动法令对付。

电讯塔课题 将由曹观友负责

黄泉安指出,继6月30日业者向市政局申请电讯塔合法化到期后,任何有关电讯塔课题将由槟州地方政府委员会主席曹观友行政议员负责。

虽然如此,要“卸任”的他指出,州秘书属将在下月9日,为行动党国、州、市议员举办有关电讯塔课题讲座,而他是该讲座主讲人之一。

“这场讲座由曹观友主持,我会主讲《槟州电讯设施的展望及挑战》,而另一名主讲人PDC电讯服务有限公司的主管阿都玛力,将主讲《非法电讯设施合法化的最新报告》。”

他指出,之前举办的座谈会反应冷淡,这次是给行动党国、州、市议员一个再教育的机会,希望他们不要错过。此外,他表示,电讯塔课题引发不少风波,以文明及理性的手法处理固然重要,但过程劳民伤财,因此他希望槟城电磁辐射公害防护联盟不再通过报章发表混淆民众言论,作出超越法律界限的行为。

依斯迈奥斯曼:共用射频可能性低

马来西亚通讯与多媒体委员会北马区主任依斯迈奥斯曼认为,槟城电磁辐射公害防护联盟提出的建议对现今流动及无线网络供应方面,带来诸多不便,其中限制射密度0.6V/M,将让供应商在同个地区内设立更多电讯塔。

“如果采用联盟建议的限制,实施电讯塔半圆径100米内范围为无人禁区,那城市地区将不会有任何流动及无线网络服务了。”

依斯迈奥斯曼是通过电邮回应黄泉安时,如是表示。他说,该委员会认为无线供应商共用一个电讯塔是不错的建议,不过并非所有科技都有同样的运作模式,因此共用射频可能性低,他举例,2G、3G及Wimax科技及运作模式各不同,在共享一个电讯设施下,将减少各地区的收发器,无法维持现有服务水平。

他指出,如果槟城电磁辐射公害防护联盟关注如何减少电磁场曝露,那联盟应该提议ICNIRP,即该委员会目前所采用多个水平。“我们的手机也是不停把数据或语音传送回基站,手机离基站越远,所发出的射频更强,反之越接近基站手机射频会更小,因此要减少曝露在射频下,应离基站更靠近。”

若有证据指射频电磁场危害健康 将毫不犹豫采取行动

依斯迈奥斯曼强调,通讯与多媒体委员会时时都有监测电磁场标准(EMF)的发展,若有确凿证据指出射频电磁场危害人类健康,该委员会将毫不犹豫采取行动。

“可是现在没有任何证据指出射频对人类有不良影响,所以目前国际非游离辐射防护委员会(ICNIRP)的条例仍然是充份及有效的,甚至德国也认同这项指标。”

REHAAN DASTUR, 46, is an engineer and an industrialist. he owns and runs a profitable Delhi-based boiler manufacturing company called Universal Boilers. So, it is safe to say he is a man of science and not prone to paranoia. Dastur was one of the first users of the cell phone in India. he bought his phone from airtel in October 1997, 15 days before it was commercially released. Cell phone calls cost rs 18 a minute then. Dastur spoke on his phone for hours on end at times. He continued to use the phone even though it had fallen and had developed a crack, because cell phones then were expensive and the crack didn’t affect his phone’s efficiency.

Three years after doing this, in 2000, Dastur suffered a stroke that paralysed his body and distorted and froze his face. The doctor treating him at Delhi’s Apollo hospital told him he had Bell’s palsy, caused by Electromagnetic Radiation (EMR) emitted from the antennae in his cell phone. The emr travelled through the crack in the phone, into Dastur’s ears, nerves and brain.

After a month-and-a-half of treatment at the hospital and home, he returned to 95 percent of his former self. Ninety-five percent, because he is in danger of reverting to a paralytic state if he goes near a cell phone tower, or uses a cell phone for too long. “My body is the best device for measuring emr,” he says. “If you take me blindfold through the city, I can point out where the cell towers are by the jangling I feel in my nerves as we pass them by.”

There is a cell phone tower on the roof of Dastur’s office in nehru Place, south Delhi, and another one facing his cabin windows from the other side of the road. so Dastur has converted his cabin into a war bunker. The ceiling and the wall with the windows have been sealed with sheets of lead. There are cell phone towers near his home as well. So Dastur has sealed his home too with lead sheets. “Lead is toxic,” he says. “Continuous exposure to it might damage the brain.”

But, the EMR from the cell phone towers was too big a risk for Dastur’s paralysis and besides, even his family was dealing with increasing headaches, muscle twitching, involuntary limb movement, sleeplessness and other nervous system disorders. Dastur wrote often, asking the authorities to remove the towers. They did not. so he had no choice. Lead sheets were a lesser evil. “We are stuck between the devil and the deep sea.”

“People do not understand,” he says. “Because radiation, unlike air, water and sound pollution, cannot be seen or felt. most Indians have only started using cell phones over the past 10 years.” Dastur says he notices that his employees, like his family members, are already complaining of increasing headaches and extreme fatigue. “In five years, emr will be the number one killer after heart attacks.”

There is no other way to say this. Radiation levels of the non-nuclear kind in Delhi may have reached way beyond what humans can live with. Almost four-fifths of the metropolis has people living in the midst of radiation levels ranging from “borderline” to “unsafe” and “extreme anomaly”, which are highly unsafe. Only about a fifth of Delhi lives and works in the safe zone and that is almost entirely where the vvips reside. The October Commonwealth Games, over 12 days, could be the most radiation-filled sports event ever.

These are the findings of a TEHELKA survey of radiation levels in 100 spots across Delhi in the first half of May 2010. The survey is of EMR, the dominant form of radiation in human habitation. This is the first time such an extensive survey of 100 spots has been done for radiation anywhere in india, and it has been done in public interest exclusively for TEHELKA

EMR has a public impact and an individual impact. it impacts a public area when it comes from antennae on cell phone towers, which are the principal source of EMR. Other sources of eMr, which have individual impact, are cell phones, wifi, Bluetooth, microwave ovens, air-conditioners, television sets, refrigerators and other home appliances. here, the risk is private because a person chooses to buy these products and this choice doesn’t affect anyone other than himself and his household..

In the case of eMr from cell towers, however, the risk to health is public. Therefore, TehelkA conducted the radiation survey in public places, with Cogent eMr Solutions limited, a Delhibased company that tracks the increase in eMr levels across india, and does radiation audits for telecom operators.

The following are some of the findings of the survey. it is virtually a radiation map of Delhi.

● Forty of the 100 spots have “extreme anomaly” in radiation levels. This means the levels are close to seven times the safe limit. These are high risk areas. The readings were so high at times that the device used to measure the radiation, a High Frequency Analyser, could not record the radiation anymore

●Thirty-one spots have “unsafe” radiation levels. This means the levels are two to six times the safe limit

● Nine spots are “borderline”, just over the safe limit

● Only 20 of the 100 spots surveyed in Delhi have safe radiation levels

● Connaught place and khan Market, two of Delhi’s top marketplaces, have extreme anomaly

● Safdarjung hospital, Modern School in Vasant Vihar, the Delhi Police headquarters, and the ISKCON temple fall in areas with extreme anomaly

●The prime Minister’s residence, 7 Race Course Road, is in the borderline zone

●The All india Institute of Medical Sciences (AIIMS), india’s premier healthcare institution, is in a borderline area

● 10 Janpath, where Congress president Sonia Gandhi lives, is safe

The Delhi Metro, another great beacon of progress, is also emitting levels of radiation that are beyond safe norms. This is another worrisome blind spot

BESIDES CELL PHONE TOWERS, another big emitter of electromagnetic radiation in Delhi is the metro. The EMR from metro power transmission lines affects the general public where the metro runs above ground. It runs by houses and marketplaces, endangering people in these areas just as cell phone towers do. At least that’s what the EMR readings of six spots near the metro line, conducted by Cogent in January 2010, seem to suggest.

The EMR at these spots was measured with an electric field strength metre. The maximum limit according to internationally accepted SBM 2003 standards is 5 volt/meter. A German society of scientists came up with these SBM Standards suggesting safe radiation levels for humans. However, the radiation readings at the six metro spots exceeded this.

● At Shastri Nagar Metro Terminal Complex, it was 11000 v/m
● Just beyond Yamuna Bridge on the Shahdara Line, the radiation was 3000 v/m
● Adjacent to Ashok Nagar Metro Station, the reading was 8200 v/m
● Adjacent to Mayur Vihar II Metro Station, it was 9000 v/m
● A building opposite Mayur Vihar I Metro Station registered 12000 v/m
● Outside Noida Sector 15 Metro Station, the metre read 11500 v/m

The hazards to health from electric and magnetic fields emitted in such neighbourhoods by the metro power line are the same as that from cell tower radiation. This means they could cause minor ailments like headaches and sleep disorders in the short term, and make people more prone to lifethreatening diseases like cancer in the long term. Constant exposure, in case of metro power lines running in close proximity of homes, causes risks such as childhood leukaemia, damage to DNA, leakage of calcium and reduction in sperm count.

A properly grounded metal wire grill around the tracks could help prevent direct exposure to homes in close proximity. However, as with the case of radiation from cell towers, there is a stunning lack of awareness among the general public about the safety guidelines for laying metro power lines within residential localities and market places. One would have to go deep into project details, if made available by the authorities concerned, to know the safety measures followed by the Delhi Metro Rail Corporation Ltd.

Also, Cogent says a far greater number of measurements are needed to conclusively establish constant and high levels of radiation along the elevated metro line.

Generally, radiation is either nuclear or electromagnetic. Nuclear radiation is a form of ionising radiation that harms instantly, like the Cobalt 60 isotope in Mayapuri, Delhi, which killed a ragpicker who touched it without knowing what he was doing. ionising radiation interrupts DNA and causes grievous harm in this way.

EMR from cell phone towers is a form of non-ionising radiation that takes time to show up. it does not interrupt DNA and is similar to the way smoking affects the human body. EMR is like slow poison; it tends to lull people to its effects. So, people may complain of headaches and fatigue, for instance, and attribute them to the hurly-burly of daily life. in time, they may develop a high risk of cancer.

Most of the radiation risk is because the cell phone towers are in residential colonies when they should be away from such places; the antennae on the towers are too low when they ought to be at greater height; they are far too many when there should be fewer; and they are in the wrong places though guidelines specifically state where they should not be.

EMR safety standards in India are based largely on a 1996 document called ‘Health Assessment Statement’ by the Internatio - nal Commission on Non-Ionising Radia - tion Protection (ICNIRP), an international independent non-profit registered in Germany. ICNIRP has science experts who “address the possible adverse effects on human health of exposure to non-ionising radiation”. In their assessment, the ICNIRP said 600 milliwatt/metre square was a safe limit of radiation for the general public. The ICNIRP also issued separate guidelines on maintaining safe limits for cell phone towers, which India’s telecom wing adopted in 2008.

The high risk is because greedy telecom companies do not self-regulate. The official agencies allow wrongdoing
IN INDIA, Cogent classifies emR levels up to 600 mW/msq as safe. Borderline is from 601 to 1000 mW/msq, unsafe is from 1001 to 4000 mW/msq, and extreme anomaly is above 4000 mW/msq.

The TEHELKA survey mapped five schools in delhi. Only one is safe, the delhi Public School in Vasant kunj, South delhi. Two schools are in the unsafe category: Springdales at Pusa Road, and kasturba Balika Vidyalaya, a government school, near New Friends Colony, South delhi. Two are in the extreme anomaly category: Sant Namdev english medium School, a private school near the CGO Complex, South delhi, which enrols students up to Class V; and modern School, Vasant Vihar. This means they recorded radiation levels of over 4000 mW/msq.

The case of the Sant Namdev School is particularly shocking because preadolescent children are far more at risk than adults. The cells in their bodies proliferate at a much faster rate, and they have thinner skulls. Damage here could be serious. And, if the trend in the radiation readings holds, the news could be alarming for most of Delhi’s schools.

Hospitals too are barely safe. The survey mapped eight hospital spots. Only one turned up safe: moolchand hospital. Two hospitals, Sir Ganga Ram and AIIMS, are borderline cases. Two are in the unsafe category: Ram Manohar Lohia, and Shanti Avedna Sadan (near Safdarjung). Three hospitals are in the extreme category: Safdarjung, Fortis, and Batra.

This is another shock because those who are unwell are far more vulnerable to the harmful effects of radiation. Patients with pacemakers might even run the risk of death. One of these spots, the Shanti Avedna Sadan near Safdarjung hospital, is actually a “Home for the Continuing Care for Cancer Patients”. And cancer is a possible long-term consequence of radiation.

The TEHELKA survey mapped three Commonwealth Games sites and only one turned up safe: the Games Village residential complex at Akshardham in East Delhi. Radiation levels at three gates in the Village were 340, 341, and 369 mW/msq respectively, within the safe limit of 600mW/msq. But, the Games complex at Jawaharlal Nehru stadium, where the opening and closing ceremonies and the showpiece athletics and weightlifting competitions are to be held, is unsafe. So is the Yamuna Sports Complex where the table tennis and archery competitions are to be held. The worry is that the Games in October, the biggest sports event in India’s history, could be the most radiation-filled sports event ever.

The government is on the slow side, principally because radiation is a blind spot. Few in the administration comprehend emR and its possible fallout. There are many medical consequences people living in delhi should worry about, according to Dr KK Aggarwal, head of Department, Cardiology, Moolchand hospital. Aggarwal is concerned because of the effects of radiation on pacemakers, which many of his patients wear. “The high emR levels shown up in the TEHELKA survey could be life-threatening for patients with pacemakers. It could also make a person prone to cancer.”

Doctors and scientists describe shortterm health disorders caused by this kind of radiation as “microwave sickness” or “radiofrequency syndrome”. This includes headache, fatigue, irritability, sleeping disorders, difficulties in concentration, difficulty in remembering things, depression, and loss of appetite. Diseases contracted in the long term could include leukaemia and brain tumour.

This situation has been caused because the official guidelines for setting up cell phone towers are not followed. In January 2008, Delhi Lieutenant Governor Tejendra Khanna approved a set of stronger guidelines for the installation of cell phone towers. These included:

● No base station antennae within schools and hospitals because children and patients are more susceptible to electromagnetic fields

● No antennae in narrow lanes to reduce the risks caused by earthquake or wind-related disaster

● Antennae should be at least three metres away from a nearby building and must not directly face the building

● The lower end of the antenna should be at least three metres above the ground or a roof

● Sharing common tower infrastructure should be explored in case of multiple transmitter sites

● Access to base station antenna sites must be prohibited for the general public by wire fencing, locking the door to the roof, etc.

● Access to a tower site should be for a minimum period, as far as possible, even for maintenance personnel

●Warning signs must be at antenna sites saying: “Danger! RF radiations, Do not enter!” and “Restricted Area”

In April 2008, senior officials of the Municipal Corporation of Delhi (MCD) informed Residents Welfare Associations (RWAS) in Delhi that cell phone towers would henceforth be installed only after consulting RWAs, and would not be left to telecom companies and individual houseowners. On paper, this was good. On the ground, things are a little different.

For instance, a residential building opposite Modern School in Vasant Vihar, a tony South Delhi locality, has a cell tower on it. New Friends Colony, another upmarket residential bloc in Delhi, is ringed by seven cell towers. The antenna on the tower near the colony’s Kasturba Balika Vidyalaya, a government school where mostly the poorer families send their children, is barely a metre and a half from the base of the tower. It should be at least three metres above. The VIP wing in the Ram Manohar Lohia hospital has a cell tower visible right behind the wing.

Delhi Blue apartments, a relatively well-maintained residential building a block away from Safdarjung hospital, has three cell towers on it. Delhi Blue is adjacent to the Shanti Avedna Sadan, a home for cancer patients. Then, there are several antennae on top of the Fortis hospital building. There are three towers a block from the Batra hospital. And so it goes, violation after violation. The problem partly is because radiation from cell phone towers is monitored according to guidelines, not laws. A guideline has no penalty if violated.

INA market is close to AIIMS and is a favourite haunt of embassy staff. It has hundreds of footfalls a day as people pick their fruit, vegetables and meats. Sanjeev Kumar, 24, works in a dhaaba in the market and sleeps in a rooftop shanty. Kumar is from Bihar, one of Delhi’s multitude of dailywagers. Kumar’s brother owns the dhaaba where Kumar works, and so it works out cheap to sleep on a rooftop shanty right there.

Trouble is, there are four cell phone towers where Kumar sleeps, and there are more shanties between the towers. There are no signs warning of danger from radiation. There is nothing to warn Kumar and the others to stay away. Instead, there is an advertisement hoarding of Airtel’s mobile services. “Keep in touch”, says the hoarding.

Those who should know better, like professionals and administrators, appear to be as ignorant as the dhaaba worker. The guidelines say no cell phone tower must face another building so that emr may not enter a building directly. But, a tower on top of the Indian Medical Association building faces the Delhi Development Authority’s Vikas Minar office. And a tower in the High Court complex, atop the Lawyers Chambers, faces another building directly.

Some official movement has begun to get a handle on this problem. on April 8, the Department of Telecommunications issued an order, No. 800-15/2010, to telecom operators asking them to submit radiation audits for their towers by may 8. But, this hasn’t been done. Last heard, the telecom companies have asked for more time. Curiously, Vodafone, a leading telecom company, has put out radiation audits of its towers in england but has no such readings for India.

Ved Prakash sandlas, a former Chief Controller at the Defence research Development Organisation (DRDO), a Defence Ministry body, says the authorities may be contributing to the mess by not tracking global norms. “some countries, like russia and Italy, are tightening their emr norms further. India must track them and tighten her own policies to decrease radiation,” he says.

According to Sandlas, India could reduce the power of transmitting towers, and hence control the levels of radiation; we could minimise radiation by taking cell towers away from populated areas; the towers could be placed at far greater heights than they are now; or we could use smaller antennae, which look like small dish antennae and don’t emit much radiation in heavily populated areas.

“It will cost additional money to erect taller structures. It will also take money to have smaller antennae because we will need more to transmit the same signals. But, this is how it is done in every foreign city I have travelled to. They have tall towers at great heights, far from human habitation. You can see such towers along the highways. Or, they have small antennae, which are barely visible, in residential areas and marketplaces. Nowhere have I seen towers in the middle of colonies or markets like in India,” Sandlas says.

Sandlas was also a member of a committee that provided inputs to the DoT on safe emr guidelines. It is imperative, he says, to replace current radiation audits done by companies themselves with independent agencies authorised by the government. A couple of choices he suggests are the ministry of Communications Wireless Planning and Coordination Wing, which certifies and issues licences to radio stations, or the society for Applied microwave electronic engineer ing and Research (SAMEER), a centre for electromagnetics that works out of Mumbai, Chennai and Bengaluru.

There may be something in what Sandlas says. England, which follows the ICNIRP guidelines as India does, has a government body, the Office of Communications, to conduct radiation audits. The US, UK, and Canada have regulations stating that cell phone towers must be 150 feet above “the level of human habitation”. In addition, Canada does not allow cell towers in residential areas. China allows towers in residential areas like India, but has strict guidelines to keep EMR levels below 600 mw/msq, the internationally accepted safe limit.

It’s not that all areas in Delhi are hazardous. The Hazrat Nizamuddin railway station, Delhi’s third biggest railway station, is showing virtually no radiation. Sonia Gandhi’s residence is within safe radiation limits, as is Sheila Dikshit’s official residence. LK Advani’s residence at 30 Prithviraj Road is safe. India Gate, the Supreme Court, and India International Centre, Delhi’s oldest club for intellectuals, are safe. IIT Gate, one of south Delhi’s hubs, is safe. so, it is possible.

Some of the risk is also being created by the galloping use of cell phones. In October 2008, Delhi was the first metropolis in India to cross 100 percent teledensity, meaning almost everyone had a cell phone and some had more than one. By November 2009, Mumbai, Kolkata, and Chennai had also gone beyond 100 percent teledensity. The November 2009 figures were: Chennai 143 percent, Delhi 138, Mumbai 112, and Kolkata 102.

With demand continuing to rise, telecom companies look for ways to maximise profits. One way of doing this is to mushroom cell towers, by making deals with, say, individual houseowners for a small price. For instance, the number of cell towers in Delhi has jumped from 1800 in February 2006 to over 6000 now, dealing with over 25 million cell phone users. This has consequences. readings in the TEHELKA survey at seven points were compared with readings from four years ago taken by the same company, Cogent. The findings are astounding. At some places, radiation levels have gone up more than 1000 times.

In January 2006, New Friends Colony barely registered radiation at 4.4. mW/msq. Now, the spot is registering 3500 mW/msq, almost six times the safe limit, making it an unsafe zone. There was a minimal 1.7 mW/msq outside the New Delhi Railway Station four years ago. Now, it is registering more than 4000 mW/msq, almost seven times the safe limit and has become an extreme radiation zone. Radiation levels outside Bangla Sahib Gurudwara have gone from 2.2 to 1200 mW/msq; this is now an unsafe zone.

A spot outside the Hyatt Regency, a five-star hotel in the centre of Delhi, has gone from 4.6 to 4000 mW/msq; this is now an extreme radiation zone. Just outside Batra Hospital is now more than 4000 mW/msq, up from 0.93, making it another extreme zone. M-block market, Greater Kailash II, where TEHELKA is headquartered, has gone from 2.2 to more than 4000 mW/msq; this is an extreme risk zone. And, Nehru Place, near Modi Tower, a commercial hub in South Delhi, has gone from 5.5 to over 4000 mW/msq, another extreme radiation zone.

Such are the levels of radiation in these areas that the instrument recording them, the High Frequency Analyser, kind of dances to a stop. Even in areas within the safe limits, the Analyser emits a buzzing sound when it records the readings. in high level zones, the buzz gets much louder. The digital display on the instrument, which gives the reading, vanishes. There is just the number ‘1’ and a dash. This shows the metre cannot display the reading because it is beyond the maximum it can record. if it were actually a reading of 1, it would have shown 001.

Congress lok Sabha member Milind Deora is an active campaigner against EMR. He says enforcement is an important factor in curbing EMR. “if the government can make restaurants free of smoking and keep drivers from using cell phones while driving, i am sure they can enforce the guidelines on cell phone towers as well,” he says.

“Cell phone towers in residential areas must be prevented. Cell phone companies must be barred from airing advertisements showing a pregnant woman holding a cell phone to her belly. instead, these companies must clearly and visibly advertise the harmful effects of EMR from cell phones and cell towers. The argument that cell phones are needed for development is no argument. Who wants development when they have brain tumour?” Deora says.

The danger is escalating also because india depends on telecom companies to self-regulate. This is low motivation for those frenzied about profit. For instance, even in desperately poor areas of Bihar, the billboards are entirely those of telecom companies seducing people to talk more on the cell phone. So, public safety is apparently not a priority area yet for telecom companies.

SO MUCH SO that the industry doesn’t even like talk of EMR. Airtel, Vodafone and Reliance did not respond to queries. And, NK Goyal, Chairman Emeritus of the Telecom Equipment Manufacturers Association and founder of the Communication Manufacturer’s Association of india, was sceptical. “What is the proof that the electromagnetic radiation you have detected (in the TEHELKA survey) has come from the cell phone towers?” he asked. “Such radiation can be emitted from a microwave oven too.” He had nothing more to say. it is true that EMR can come from household appliances, FM radio equipment and television transmitters. But, they were not seen in the areas where the TEHELKA readings were taken. There were only cell phone towers.

Because of the proliferation of towers, marketplaces in Delhi are mostly risky zones. Of the 15 markets surveyed, only one is within safe limits: Yamuna Bazar near the ISBT. Three are borderline areas: DlF Mall Vasant Kunj, and South exten sion i and ii. Four are unsafe zones: PVR Saket complex; Select Citywalk Mall, Saket; INA Market; Okhla vegetable market. Seven are extreme radiation zones: Khan Market, Connaught Place, Hauz Khas market, Yusuf Sarai market, M-block market, Greater Kailash II, PVR Priya complex, Vasant Vihar, and Jangpura market.

Of late, the MCD has begun to seal unauthorised cell phone towers. The MCD found 2,952 of the 5,364 towers under its jurisdiction unauthorised. But, they are largely unauthorised on commercial grounds, not for the health risk they pose. The MCD levies Rs 5 lakh and an operator may install a tower if he pays up. However, minimal stipulations on radiation are beginning to be enforced.

As for Dastur, you can’t talk to him on his cell phone anymore. He receives text messages and calls back from his landline. The ‘half paisa a second’ calls are not for him. One of Delhi’s first users of the cell phone is also one of the first to stop doing so.

Or do they only wake up when 20,000 are Dead? Just like in the case of the Bhopal Tragedy. Everyone knew the tragedy was going to take place.

This time it is the Telecom Industry who are responsible. Not outside sources!

Today, the people and Government especially those living in Delhi and Mumbai are aware of the dangers of cell phone towers, only some prefer their own wealth over others’ health.

Whilst it is a known established fact that cell phones could cause long term damage, due to the radiation emitted from them, people say they want proof regarding the dangers of cell phone towers. Why should radiation from a single cell phone affect people, but not 100s of cell phone towers established in residential and other areas? Is the radiation from cell phone towers less than that what is emitted from a single cell phone? Something to think about!

Is the growing number of cancer patients and even deaths, of those living in High Risk areas, not enough to make the government swing into action and ban cell phone towers from residential buildings? Or ensure that the safety measures are maintained? Or is the deteriorating health of the Citizens of these areas now a “norm” and insignificant? What will it take for the Authorities to wake up?

With over 28 cell phone towers over my own head, this issue is extremely important to the lives of myself and my grandparents. Unfortunately our Building Society is among those who place their wealth over health.

Whilst reports initially stated that the effect is on those who face cell phone towers, the Tehelka investigation cites cases in which there have been 4 cases of Cancer in 5 years, in a building which has two cell phone towers above it. Can you understand my fear? In any case relating to the other fact, we also face Regency Hotel which another report has highlighted as an extremely high risk area.

In Delhi, the affected population has been children, with almost 4/5th of the population living in high risk areas, and in Mumbai there are a number of increasing cancer cases in high risk areas, but the building societies and authorities still need proof? There is information gathered from several articles and reports conducted internationally which provide proof. Do circulate the facts that have obviously been missed, by many!

To begin at home, other than leading newspapers who have also been creating awareness regarding this issue, Tehelka in doing what they are known to do best – Investigative Journalism and Expose’s – have covered this issue with great detail. Hence I am not going to include their findings here, but urge you all to read it not only to read about the actual cases, but also to understand what we as Citizens should be doing.

In Mumbai, the State government appointed an expert committee to investigate hazards posed by cell phone towers a top residential has invited the public to write in about health problems they have been facing due to the presence of mobile towers.

Headed by Additional Chief Secretary (Health Services) Sharvaree Gokhale, the committee includes secretaries of other government departments, besides BARC scientists, and is to submit a report in three months, underlining new norms for such installations.

“We have met and discussed how to go about preparing our report. We have already received few complaints which will be put before the experts.

We call upon more residents to write their complaints, which we will definitely take cognizance of,” said Gokhale.

State Health Minister Suresh Shetty added, “The Delhi Municipal Corporation has established some rules and regulations for setting up mobile towers. When preparing our final report, we will definitely check out the guidelines they have recommended.”

(檳城)儘管檳州政府已推出多達6頁的電訊站新指南,但檳城電磁輻射公害防護聯盟對本身提出的安全指標沒有被納入指南內感到不滿意,準備向州政府重新提呈7項訴求。

促檳政府勿把課題政治化

電磁輻射公害防護聯盟秘書王美麗說,俄羅斯已經不再使用國際非游離輻射防護委員會(ICNIRP)的安全標準,其主席格里哥列夫教授也聲稱國際非游離輻射防護委員會及世界衛生組織(WHO)的指標已經不能再保護民眾的健康,希望州政府能夠制定新指標。

“格里哥列夫去年在挪威史塔萬格舉行的國際電磁波研討會上,也提到‘我們是沒有犯錯的權利’(We Have No Right Tom Make Mistakes),希望檳州政府能夠以我們的下一代為大前提,以人民的健康為考量,不要把課題政治化。”

建議各造制定新指南

同時,檳城電磁輻射公害防護聯盟將呈函衛生部、檳島與威省市政局、大馬通訊及多媒體委員會,建議各部門為電磁波發射量制定新指標。聯盟也會致函教育部,希望教育部收回在校園內設置無線寬頻網絡的計劃。

王美麗說,聯盟準備把7項訴求交給檳州行政議員曹觀友,但先前無法與曹觀友取得聯繫,只好事先召開新聞發佈會。

根據大馬通訊及多媒體委員會引用國際非游離輻射防護委員會的規格,3G網絡電磁場強度不可超出每公尺61伏特,能量密度不可超過每平方公分1000微瓦特。聯盟的手機網絡指標則是電磁場強度不可超過每公尺0.6伏特,能量密度不可超過每平方公尺1000微瓦特。

檳城電磁輻射公害防護聯盟週一(6月14日)召開新聞發佈會,通過媒體向州政府提出7項訴求。電磁輻射公害防護聯盟醫藥顧問涂仲儀和主席李斯傑也在場。

不點名回應《筆筆皆是》王美麗發表3大聲明

王美麗週一未進入主題前,聲明電磁輻射公害防護聯盟絕對“不是為反對而反對”,不點名回應《大北馬》的《筆筆皆是》專欄的文章。

《星洲日報》記者洪東凱週日(6月13日)在《筆筆皆是》發表“不要再為反對而反對”的評論後,電磁輻射公害防護聯盟同一天中午發出電郵,邀請各媒體記者出席週一的新聞發佈會,要澄清聯盟的立場與建議。

王美麗在新聞發佈會前沒有直接進入主題,反而以3大聲明反駁記者的評論。

她3大聲明是聯盟不曾要求拆除全檳的電訊塔,因為那不在聯盟的權限;聯盟沒阻止任何人使用無線電器材或手機;以及聯盟希望州政府、中央政府及管制單位設定安全指標,讓人民安心使用無線電器材。

認同裝增壓器為了節省成本

不過,她認同記者在文中提及電訊公司為了節省成本,在電訊收發站裝置增壓器(booster)的說法,她說,當電訊公司以增壓器提昇能量密度時,也會增加電磁場的強度。

“電訊塔如炸石場”
李斯傑:建住區就須拆除


針對一些新住宅區未興建前附近就有電訊塔存在,電訊塔是不是必須拆除時,李斯傑把電訊塔比喻為炸石場,認為一個住宅區動工時,炸石場必須停止作業。

“我們是以人為本,當一件事情影響到人時,其他事件就變得次要。”

他質問:“如果地方政府有權力拒絕中央政府通過的運動博彩,為甚麼無法制定本身的電訊塔和電訊收發站電磁場和能量密度指標呢?”

檳城電磁輻射公害防護聯盟7訴求:

1.多個先進國權威科學家2007年完成的國際電磁波研究報告《The BioIntiative Report》建議的戶外0.6V/M(1000μw/m2)水平,要求電訊公司嚴格遵守。

2.要求檳州政府與中央政府接納在巴西通過的《阿雷格里港議決案》(Porto Alegre Resolution),採取“預警措施”,所有電訊發射器如WiMax、WiFi不該靠近學校、幼兒園、醫院、住宅及休閒地區,要求當局拆除及重新規劃目前在已這些地段建設的電訊收發站或電訊塔。

3.要求地方政府指示電訊公司除了同意共用同一個基站外,也必須同意共用電訊收發器、通訊網絡,以減少電訊塔數量及減少電磁波強度。電訊公司需拋開利益及歧見。

4.要求地方政府在審核電訊發射器安裝前,必須採取透明化作業、尋求地方上人民許可。

5.要求政府大力提倡及推廣光纖電纜或其他非電磁波通訊技術。

6.通過個人管道來教育和指導公眾正確使用無線科技產品,避免讓人民尤其公眾的健康受到影響(例如:如何善用手機、無線網絡及無線電話等)。

7.要求政府舉辦國際電磁波大會,邀約國際電磁波科學家,以教育公眾及政策決策者來制定新的電磁波標準。

Russian, and other Eastern European countries’ exposure limits for radio frequency and microwave (RF/MW) radiation are far stricter than those in the either U.S. or Western Europe, a situation that has existed for over 30 years, mainly due to a fundamental difference between East and West as to exactly what exposure standards should provide protection against.

With the previous "cold war" between East and West now well over and the present push toward "globalisation", an attempt was made to resolve this difference at the 2nd International Conference on Problems of Electromagnetic Safety of the Human Being, held in Moscow, in late 1999. This conference was sponsored by the Russian National Committee on Non-Ionizing Radiation Protection (RNCNIRP) and many other Russian scientific organisations, in conjunction with the World Health Organisation (WHO), the International Commission on Non-Ionizing Radiation Protection (ICNIRP) and the U.S. Air Force.

Despite extensive discussions during this conference, the attempt to "harmonise" RF/MW standards was unsuccessful with little chance of a compromise in the near future. As mentioned by Professor Yuri Grigoriev, chairman of the RNCNIRP and a senior research scientist in Moscow, "So far we have entirely different approaches to "harmonisation". Western standard setting organisations have emphasised protection from RF/MW thermal effects," Grigoriev said, "while Russia’s more restrictive standard also reflects a concern over non thermal effects and subjective symptoms."

Grigoriev emphasised the need to take into account possible cumulative effects from repeated exposure to relatively low levels of radiation as well as the potential bioeffects of specific modulated patterns. "If we bring our viewpoints together, we will have a shorter way to harmonise," he said.

Way back, during the second world war, concerns began to be raised from military personnel that there may be health hazards from working with radar equipment. Servicemen standing in front of the radar antenna soon discovered it was a great way to keep warm on a cold night but rumours began to circulate that it could also cause temporary sterility. In the 1940’s various US military and government agencies investigated the possibilities of health hazards. They all found no evidence of hazards but recommended avoiding prolonged exposure as a precautionary measure.

After the war in the late 1940’s several studies came to light that indicated that there were possible hazards involved with the use of microwaves. In 1948 two U.S. studies reported a possible link with cataracts and testicular degeneration in dogs. These studies were largely ignored, simply because the companies that had developed microwave technology for the military, saw an opportunity for wide commercial use of microwaves, such as Diathermy equipment and later microwave ovens. As such, there was no interest in funding research that may put a damper on this expanding business opportunity. It must also be remembered that this was the start of the Cold War between the East and West and military uses of Radar and other new equipment were seen as paramount to the national interest.

However in 1953 a study of workers at Hughes Aircraft Corp. found excessive amounts of internal bleeding, leukemia, cataracts, headaches, brain tumours, heart conditions, etc. in those employees working with radar. This study resulted in the US military initiating the first investigation into the biological effects of microwaves with the aim to develop "tolerance levels" for both single and repeated exposures. Since little research data existed at that time [that could be used in determining tolerance limits] it was decided that the known ability of microwaves to heat up tissue (thermal effects) would be the main criteria used in developing limits. This decision, based more on a lack of scientific data than anything else, quickly gained favour with both the military and industry as it avoided the unknown issue of other possible non-thermal health effects not caused by tissue heating.

The "thermal school of thought" quickly became the accepted norm with Western standard setting organisations and as a result the vast majority of research in the West was directed at short term, high level exposures, with the aim of gaining a better understanding of thermal effects and refining exposure standards to give adequate protection against body heating. Research that may be directed towards other health effects than thermal was not favored and any findings, especially epidemiological, that indicated that low level biological effects may exist were criticised and not followed up on. It simply was bad for business!

This situation was well described by Dr. Rochelle Medici, a researcher on animal behaviour, who said, " It is though scientists had retreated from doing challenging, frontier studies because such work engendered too much controversy or elicited too much criticism. We are left with "Safe" but meaningless experiments. The results of such experiments are a foregone conclusion".

Now, almost 50 years after the first enquiry into setting an exposure standard in the USA, the arbitrary decision to consider thermal effects only has become a paradigm in the West.

Today the ICNIRP exposure guidelines (thermal only) are being promoted as the best that science has to offer’ for an "international" standard, and many countries are now being urged to incorporate it as their national standard.

In Russia however a vastly different political, economic and social situation resulted paradoxically in giving their scientists far more democratic and academic freedom (and funding) than their Western counterparts in choosing the focus of their research efforts, without interference from vested interests. This has resulted in a Russian RF/MW exposure standard with a different viewpoint on what "protection" should mean in regards to ensuring people’s health.

While thermal effects are accepted by both Western and Russian scientists, it was only the Russians that expanded their own research to include extensive studies with human workers that were exposed to non-thermal electromagnetic fields. The reasons why Eastern scientists had more freedom in this regard are as follows:
A Socialist philosophy about protecting the "worker".

The military was exempt from the public/occupational standard and could go about its business unfettered by these limits. As such, Russian (USSR) research into developing a non-thermal standard that considered low level prolonged exposures was not seen as a possible threat to the military’s developing and deploying new technology, the way it was in the U.S.A for instance. An example of this was the suppression of the U.S. Environmental Protection Agency’s (EPA) 1990 report, "Evaluation of the Potential Carcinogenicity of Electromagnetic Fields", which was a review of the scientific literature up to that date. A US Airforce paper on the EPA report stated: "If published, the (EPA) report will contribute to public anxiety and have serious impacts on capabilities and costs of airforce programs."

The absence of large capitalist private corporations who were investing in microwave technology purely for future corporate profit, and would view research into low level hazards as itself a risk for "the bottom line". An example of this was in Australia where the possible health risks from mobile phone use were considered serious enough to mention in the TELSTRA 2 share offer document. The document says there have been alligations but no proof and warns "there is a risk that a perceived or actual risk could lead to litigation against Telstra".

Now that East and West are talking about the standard setting process, it is only rational that the large body of Russian medical research into non-thermal biological effects should now be included in standard setting. Unfortunately however, it appears that the current attitude of ICNIRP is that the process of harmonisation means total acceptance of the existing ICNIRP guidelines (thermal effects only) without alteration.

This was very much the case in the 1999 Australian Standards TE/7 Committee: Human Exposure to Electromagnetic Fields, where an alliance of government/industry/military representatives would consider no changes to ICNIRP, despite concrete evidence being submitted that the ICNIRP guidelines were incorrect and biassed in their interpretion of the Western scientific literature.

Now that the large body of Russian literature is becoming available to the West, which convincingly shows that the ICNIRP voluntary standards to not provide adequate protection for workers and the public, how will our standard setting bodies handle that?

If it turns out that ICNIRP still insists that only high level thermal effects can be considered in standard setting then the question must be raised, just who does ICNIRP provide protection for?

(槟城14日讯)槟城电磁辐射公害防护联盟向联邦政府、州政府和地方政府提出7诉求,希望各造基于人民健康为重点。

该联盟秘书王美丽于周一早上,在顾问涂仲仪医生和主席李斯杰的陪同下,于垄尾召开记者会,并表示将会把有关电磁场辐射问题的7项诉求提呈于槟州政府、地方政府、多媒体与通讯委员会、卫生部和教育部等。

王美丽指出,该联盟有必要重申组织的立场,他们并没有反对所有的电讯塔,也不曾阻止任何人使用手机或无线电器材。他们只是希望各造采取严厉的措施管制违法电讯塔和通过教育来提升人民对电磁场辐射的危害与认识。

不过,她再次强调该联盟坚决反对违法、功率密度超标、靠近医院、学校、幼稚园和住宅区的电讯塔。

该联盟参考了俄罗斯国家非电离辐射防护委员会主席尤礼(Yuri Grigoriev)教授于2009年在挪威举办的国际电磁波研讨会中,提出重新制定一个全新的电磁波辐射标准,而做出这7项诉求。

電磁輻射公害防護聯盟聲明 不曾阻用無線設備

(檳城14日訊)檳城電磁輻射公害防護聯盟聲明,該聯盟不曾說過要拆除全檳的電訊塔及電訊站,也不曾阻止人們使用所有無線設備。

該聯盟秘書王美麗再次重申,該聯盟只是要求中央及州政府在電訊塔方面進行良好規劃,並教育公眾安全使用無線設備。

“我們沒有阻止任何人使用手提電話、無線電或無線設備,這一切不在我們權限範圍。”

該聯盟成立以來,主要是協助公眾提出他們的心聲,拆除一些與學校或住家距離太近的地方,通常是輻射強度太高或非法的電訊塔。

多為下一代著想

她指出,該聯盟也明白現代人不能全面不用手機,但應了解如何安全及善用輻射性器材。

“你要使用這些器材,我沒有反對,但我希望你顧及下一代,以及家中其他對電磁波敏感者。”

王美麗今早在一項記者會上,這么指出。其他出席者包括聯盟主席李斯傑及醫藥顧問涂仲儀醫生。

她也解釋,該聯盟並非一個專業團體,可以告訴公眾什么器材可使用,而只是根據所得到的知識勸告公眾。

她也否認聯盟是為了反對而反對,因為他們是根據各國科學家的研究報告而發言。

她引述俄羅斯非電離輻射防護委員會主席尤里教授的言論,“在保護人民健康的前提下,我們沒有犯錯的權利。”

她也提出7項訴求,並計劃將有關訴求呈交予中央政府的大馬通訊及多媒體委員會、衛生部、州政府及地方政府。

沒權採任何行動
只想提醒公眾


王美麗指出,該聯盟沒有權力採取任何行動,他們能做的只是在保護公眾健康的前提下,進行提醒。

她指出,政府應該保護子民,告訴人民可以使用一些設備,但是也必須讓他們知道后果。

“就像我也買快餐給孩子吃,但是,我會告訴他們,‘媽媽又來毒害你們了’,而不是完全禁止他們吃。”

她指出,檳州政府去年擬定的電訊塔指南,只是將距離住家20公尺的距離改成30公尺,和以前的標準沒有太大的改變。

她指出,聯盟並沒有針對州或地方政府,畢竟在電訊塔課題上,主要設計者是電訊業業者。

因此,她希望相關業者能拋開己見,達到共識共用基站,以便減少電訊塔數量、電磁輻射量以及強度。

黃泉安要告涂仲儀
王美麗:為何打壓我們?


對于行動黨日落洞區國會議員黃泉安要起訴涂仲儀,王美麗感到遺憾,因為該聯盟是希望他們的心聲被聽見,而不是被打壓。

她指出,她在2008年提出商務小學附近的電訊塔課題時,也曾經被黃氏指散播白色恐怖,因此而傷心了3個月。

王美麗也是商務小學家協主席,讓她慶幸的是,校長也支持她的努力,而她在收集家長對電訊塔的意見時,也得到90%家長支持。

“在電訊塔課題上,希望當局了解我們的意願,而不是打壓我們,叫我們閉嘴。”

詢及一旦居民搬往已經建有電訊塔的地區居住該如何應對時,王美麗指出,居民還是可以提出他們的擔憂,而有關當局也應聆聽人民的心聲,針對此作出調查。

6.通過個人管道來教育和指導公眾正確使用無線科技產品,避免讓人民尤其公眾的健康受到影響(例如如何善用手機、無線網絡及無線電話等)。

(檳城)檳城電磁輻射公害防護聯盟提出7項訴求,並重申從未提出要拆除檳州所有電訊塔,以及不可使用無線網絡設備的立場。
此聯盟義務秘書王美麗說,聯盟從未要求拆除全檳的電訊塔,也沒有阻止過任何人或民眾使用手機、無線電話或設備,這並非他們的權限範圍。

未講過不可用無線設備

“聯盟只是要求檳政府、中央政府及有關當局,採取措施教育群眾使用無線設備。那些太靠近兒童、學校、住宅、幅射過高及非法電訊塔的案子,我們才會協助。”

她指出,除了提呈訴求給上述單位外,訴求內容也將會提呈給教育部,以免他們在學校推行無線上網計劃,使孩子無形中受害。

王美麗今日(週一,6月14日)在記者會上說,他們暸解活在這個時代,不能避免使用手機或無線上網設備,但希望大家學習如何安全使用這些器材。

她強調,從未講過不可使用無線網絡設備,畢竟使用這些科技是個人的自由和選擇,聯盟無權干涉,但防護聯盟有責任告訴大家有關電磁波輻射的資訊。

此外,此聯盟也援引俄羅斯國家非電離輻射防護委員會主席尤里基哥利夫教授的名言“我們沒有犯錯的權利”,強調他們是以保護人民健康的大前提下,反對非法電訊塔。

王美麗說,幅射帶來的健康損害沒人可估計,因此聯盟以人民健康為出發,關乎下一代的事不可妥協。

“輻射最強的不是電訊塔,而是手機,但兩者不同的是,人們可以選擇關掉電話,電訊塔卻不能關掉,所以為何大家不選擇一個更妥當的方式?雖然防護聯盟並非專業的組織,但卻非為了反對而反對,也不是只光說不做。”

出席記者會者包括主席李斯傑、顧問涂仲儀及梁錦源。

獲90%家長支持

王美麗透露,自從她出來反對電訊塔後,被“黃先生”(意指日落洞區國會議員黃泉安)恫言要求教育部對付時,心裡難過了3個月。

她說,在電訊塔課題上,她面對“黃先生”恫言寫信到教育局,要求對付她這名商務小學的家協主席。

她強調,在此課題上,她從來沒有指名道姓說出“黃先生”的名字。當初爆發“黃先生”恫言要寫信到教育局投訴事件後,一項向家長進行的民意調查顯示,約有90%的家長在電訊塔課題上支持她。

她說,獲得家長的支持後,她認為單憑自己一臂之力做事不夠,因此加入了防護聯盟。

“我對政治沒興趣,我只是希望電訊塔課題受到關注,解決家長的隱憂,所以我希望當局能夠真正瞭解我們的意願,而非一味打壓要求我們閉嘴。”

她感到遺憾,顧問涂仲儀也遭到起訴的命運,聯盟譴責任何向他們進行高壓打擊和恐嚇的人士。

聯盟7項訴求

1. 援引於2007年,由多個先進國家權威科學家所完成的國際大型電磁輻射研究報告The BioIntiative Report中所建議的0.6V/m(1000μW/m2)(戶外)的電磁水平,要求電訊公司嚴格遵守。

2. 要求檳政府及馬來西亞政府接納在巴西由國際多國知名科學家通過的Porto Alegre Resolution議決案,即是採取“預警措施”,所有電訊發射器如WiMax、WiFi不該靠近學校、幼兒園、醫院、住宅及休閒地區,要求當局拆除和重新規劃目前在已這些地段建設的電訊收發站(電訊塔)。

3. 要求地方政府指示電訊公司除了同意共用同一個基站外,也必須同意共用電訊收發器、通信網絡,以減少電訊塔數量及減少電磁輻射量及強度。須電訊公司拋開利益及歧見。

4. 要求地方政府在審核電訊發射器安裝時,必須採取透明化作業、尋求地方上人民的許可。

5. 要求政府大力提倡及推廣光纖或其他非電磁輻射性通訊技術。

6. 通過個人管道來教育和指導公眾正確使用無線科技產品,避免讓人民尤其公眾的健康受到影響(例如善用手機、無線網絡及無線電話等)。

7. 要求政府舉辦國際電磁輻射大會,邀約國際電磁輻射科學家,以教育公眾及政策決策者來制定新的電磁輻射標準。

民政党的青年才俊、涂仲义医生有难了!啊不,我不应该在这里提起民政党,因为涂医生“惹难”时的身份是“槟城电磁辐射公害防护联盟医药顾问”,不知道是黄泉安先生对民政党念念不忘、还是习惯性把所有事情政治化,才牵扯出涂医生的政党背景!

涂医生惹了什么难?原来啊,他是在那人见怕、鬼见愁的电磁辐射课题上,提及有人处事愚蠢及顽固,而黄先生感觉得被冒犯,就提出控诉,事情就这么简单!

我对黄先生所代表的政党,执政前如何大力反对电讯塔、执政后好像不了了之的做法没什么评语,反倒是对黄先生提出控诉时的言论深感兴趣!他说:“如果这起民事案是我胜出,我要涂仲义的全部财产”,我不知道涂医生身家有多厚,但倒是希望这起案子不但要告得成、更要赢得漂亮,让那涂医生连底裤都被黄先生告脱!

怎么我这样“臭心肝”?其实涂医生不必紧张,我是嘉亮舞剑,志在英公。所谓诉人者,人恒诉之!要是“愚蠢”和“顽固”可以让人输掉全副身家,那凭“臭男人”这句话,不就可以让丁福南医生也依样画葫芦、把那不愿意申报财产、却喜欢下巴轻轻的人告上衙门吗?“臭男人”难道不是比愚蠢和顽固更具毁谤性?到时候,涂医生要裸跑还怕没人陪吗?

说起来还真有点讽刺,向来标榜民主公正的行动党议员,竟然会诉诸法律行动去对方一个民间团体,为的不是什么杀人放火,只是区区一句愚蠢和顽固;而起因更是那人人自危、家家不要的电磁辐射!

想当初,黄先生说过,进了国会要以最流利的马来语挑战凯利辩论,如今当了国会议员,却只会控告民间团体顾问,更把这团体的义务秘书王美丽女士惹得泪涟涟,也不见向来标榜维护女权的行动党有谁出来说两句;看来“半夜吃柿子、专挑软的摸”这句话是有一定的道理!

其实说到控告政敌,我们最熟悉的非李光耀老先生莫属,在新加坡要当反对党可不是一件易事,你要有被告到跑路的准备,也要有坐牢坐到长虱子的心理。这次黄先生会出这一招,不知道和林首长去新加坡取经有没有关系?可能就是向老李偷师,不过可惜只偷一半,招商纳贤没学到,告人破产这回事倒学个十足!

如果您说,黄先生要告的是涂医生、我陈嘉亮又紧张个什么劲?那我可要引用德国马丁.尼莫拉牧师的一段警语:《起初他们追杀共产主义者,我没有说话—因为我不是共产主义者:接着他们追杀犹太人,我没有说话—因为我不是犹太人;后来他们追杀工会成员,我没有说话—因为我不是工会成员;此后他们追杀天主教徒,我没有说话—因为我是新教教徒;最后他们奔我而来,却再也没有人站起来为我说话了》。

黄先生在这个电讯塔事件风波上,先是说涂医生他们一伙人制造白色恐怖、要以煽动法令对付,接下来就正式对涂医生施以法律控诉了,我们今天要是对黄泉安先生这种作为视若无睹的话,难保以后民联入主布城,会对提出反对声音的老百姓采取什么手段?

当我们谴责国阵独裁不仁的时候,大家想要怎骂就怎骂,也不必怕吃咖哩饭;反而那“说人民的话、做人民的事”的民联议员,却要人民闭嘴!这种先例一开,往后谁家门前要是长上一棵电塔树,谁还敢胡乱开口?毕竟辐射未必会死人,但赔上全副身家可就难过了!特别是我这种穷小子,万一出言不慎惹怒黄先生,在要钱没钱的情况下,要是不想学那口吐“hao siao”的首席部长般马上道歉,只有入宫净身去当公公!#

豈可“霸王硬上弓”

終於有人開始關注電磁波輻射的問題了!這趨勢不是因為掌權的響應國際科學組織,推行認識此輻射的教育與醒覺工作,而是陰陽差錯的給某個新科國會議員“炒紅”。

一直以來,很多人總是把電磁波輻射和手機及電訊塔劃上等號。其實,發放電磁波輻射的還包括了高壓電纜、電流轉站、家用電器、家用無線電話和無線上網等等。要有效的減低電磁波輻射對人體所帶來的負面影響,我們一定得多管齊下。

情況就像不鼓勵賭博不等於只是區區的高喊禁賭。而是,若是真正的有禁賭的決心和毅力,就得認真看待其他性質的賭博。這樣,才能真正淨化社會,為社會邁向更人文和安寧而注入催化劑。

關心電磁波輻射的群眾的其中一項訴求是,要掌權的別把電訊塔建得太靠近學校和住宅區,並且把輻射的密度降至國際科學社會倡議的安全水平。這將能使到我們的孩子和家人,能在電磁波輻射減至最低的輻射密度下健康學習和成長的同時,手機通話服務又不會中斷。這其實是一舉兩得。

這道理就像汽車行駛在馬路上的時速。在高速公路你可以風馳電掣,但在學校附近的道路你得以時速30公里低速行駛。當然,你也更不能把住宅區內的道路當著Formula 1的賽車跑道。

這是一個資訊工藝超級發達的時代。手機廣告除了無孔不入,更是日新月異、層出不窮。手握一個最新款的手機便是身份和潮流的象徵和肯定。就像當年,抽煙是一個身份和地位的象徵。這雖然匪夷所思,但卻是一個悲哀的事實。

對於手機,使用者在禮儀和減低電磁波輻射的認識程度幾乎是零。面對一個科技產品,如果我們不去了解它的安全使用法,那將是一個禍害的開始。

受非法電訊塔影響的居民悲憤起來,無不要求那些開口閉口高喊電訊塔輻射無害並且符合國際標準的政客和電訊公司,將電訊塔裝置在彼等的住家屋頂或附近。

不過,我還是強調“己所不欲,勿施於人”。千萬別像那些業者和政客,總是“己所不欲,硬施於人”。

电讯站合法化程序 黄泉安轰同僚诸多干涉

(槟岛西南区11日讯)槟州政府电讯基设工作队主席黄泉安批评,州议员在地方政府处理电讯站合法化的审批程序中诸多干涉,影响当局的独立性。

他说,地方政府被赋予审批电讯站建设的全部权力,必须能独立行事,不受任何外来力量影响,更不应受到州议员的干涉。

他指名道姓称,亚依淡区州议员黄汉伟坚决反对任何在其选区的电讯站建设。如果州议员有任何投诉,应向掌管地方政府的曹观友行政议员提出。

“如果州议员向市政局主席或地方政府官员施压,以进行任何拆除电讯站建设,是不符程序的。”

黄泉安周五在槟州发展机构召开汇报会,向媒体公布电讯站合法化的最新数据,如是指出。但席间,他并没有再提起槟城电磁辐射公害防护联盟。

向曹观友提出投诉

黄泉安称,在6月30日合法化期限后,任何有关电讯站建设的投诉必须呈给掌管槟州地方政府的曹观友行政议员。

他说,6月30日过后,州议员、非政府组织或民众如有任何投诉,一概向曹观友提出。

“黄汉伟、郭庭恺或陈宗兴,如有任何不满,请向曹观友提出。”

黄泉安:合法电讯塔被拆 工作队接DIGI投诉

威省市政局疑没有根据程序拆除合法电讯塔,惹怒DIGI电讯商,官员或受对付。

黄泉安指出,该工作队接获DIGI正式投诉信,指当局日前拆除该公司位于大山脚百利镇的一个已经申报的合法电讯站。

疑威省市局没根据程序

他说,威省市政局在此事件上,违反了行政议会的议决,因为有关电讯站已经向州政府申报并获得批准。工作队将就此事致函槟州首长,如果查明是当局的失误,有关官员将被采取行动。

他称,DIGI是挪威跨国运营商Telenor所有,是我国重要的投资商。在上述事件中,DIGI的电讯站已申报,但当局却在合法化期限前进行拆除,会让有关电讯商觉得州政府言而无信。

“如果西方国家知道槟州政府没有诚信,槟城作为投资理想地点的卖点将毁于一旦。”

他续称,曹观友有必要介入调查有关事件,如果发现是官员疏忽或没有根据程序行事,必须对有关官员采取行动。

审批进度缓慢 一半申请待定

黄泉安失望,槟岛和威省市政局审批电讯站合法化的进度缓慢,在849个申报的电讯站中,目前仍有489个(57.6%)处于待决阶段。当中待决的申请很多是停滞在威省市政局。

他说,根据截至昨日的数据,在上述849个电讯站建设中,只有42.4%的申请有所结果,包括307个(36.2%)申请已获批准、53个(6.2%)申请被驳回,电讯商必须自行拆除。

截至2009年2月,全槟共有849个已向州政府申报的电讯站。黄泉安指出,849个是最终的数目,凡是此数目以外的电讯站建设均以非法论。

“目前距离期限只有两周时间,希望槟岛和威省市政局加快速度。”

非法电讯站 必拆无疑

黄泉安强调,州政府拆除非法电讯站立场坚定,即使有关电讯站供应广泛的覆盖电讯范围也照拆无误。

他举例,当局日前拆除两个位于浮罗山背的非法电讯站。有关站点每天支持2万5000通语音和简讯通话,覆盖范围包括浮罗市镇、巴耶公司、知知特拉、双溪槟榔沿路。

“两个非法电讯站被拆除后,浮罗区的覆盖素质大幅度降低。个案研究发现,7天内共有10万6000个客户受影响,但基于是非法建设,所以必拆无误。”

他再举例,另一宗取缔是在丹绒武雅区。有关电讯站每天支持8000通语音和简讯通话,但因为是非法建设,当局别无选择,必须拆除。

郭庭恺:首长已安排会议

郭庭恺州议员回应说,没有所谓的满不满意,因为林冠英已在上个星期指示曹观友在近期内安排一个会议,让所有州议员出席,一起针对电讯塔发表意见,避免各造通过报章隔空喊话。

他说,有关会议,黄泉安也会出席。

黄汉伟:指责子虚乌有

针对黄泉安的批评,黄汉伟回应说,有关指责是子虚乌有的。他希望黄泉安定期出席行动党每周五国州议员的会议上,根据选区问题寻求内部管道解决,包括电讯塔课题。他希望对方不要放弃有关会议的管道。

陈宗兴:只是反对非法电讯塔

针对黄泉安的投诉,巴当拉浪区州议员陈宗兴不予置评。不过他强调本身的立场只是反对非法电讯塔的建设,至于合法的电讯塔,他不便也没有权力干涉。

他希望各造明白身为州议员的立场,有人投诉,他接手处理,若得知该电讯塔是非法,市政局执法组就会采取拆除行动,就这么简单,并非冲向任何人。

他表示,电讯塔产生的幅射是否对人体造成影响,需交由专业人士定夺,他只是反对区内有非法电讯塔的建设。

逾半電訊設施未審批 黃泉安抨威省市局進度慢

(檳城11日訊)檳州電訊設施特別工作隊主席黃泉安指出,至10日為止,849個電訊塔與電訊站中,36.2%(307)已獲批准合法化,而6.2%(53)不被批准合法化,57.6%(489)仍在評估中。

他指出,這令他失望,威省市政局審批電訊塔與電訊站合法化的進度緩慢,在849個申報的電訊塔與電訊站中,目前仍有489個(57.6%)處于有待確定階段,許多還未審批的都來自威省市政局。

他指出,目前距離合法化期限只有兩週時間,希望檳島和威省市政局的一站式中心,展開特別會議,加快步伐。

離合法化期限只有兩週

黃泉安強調,州政府拆除非法電訊站及電訊塔的立場堅定,即使有關供應廣泛的覆蓋電訊範圍,一旦被證實是非法的,也將照拆無誤。

黃泉安是在檳州發展機構召開記者會時,如是指出。

此外,黃泉安指出,他接獲投訴,大山腳百利鎮有個電訊搭,在沒有依照正確程序下拆除,該工作隊將致函首長,要求重視,並要求對于沒有依照程序的威省市政局官員採取行動。

他指出,他接獲一家電訊公司投訴信,指被拆除的電訊塔,已申請成為合法。

政治干預審批
影響獨立性


黃泉安批評,一些州議員在地方政府處理電訊塔與電訊站合法化的審批過程中出現政治干預,影響當局獨立性。

他說,地方政府在審批電訊塔及電訊站建設是有其權力的,必須獨立處理所有相關問題,不應受任何外來因素影響,更不應受到州議員干涉。

黃泉安也指名亞依淡區州議員黃漢偉,黃氏是堅決反對在他選區的有電訊塔或電訊站的建設一事。

他說,若州議員有任何投訴,是向掌管地方政府的曹觀友行政議員提出。

“而州議員向市政局主席或地方政府官員施壓,以進行任何拆除電訊塔建設,是不符程序的。就如楊順興、陳宗興與鄭雨週,若有問題應該找州政府。”

黃泉安說,在6月30日合法化期限后,任何有關電訊塔建設的投訴必須呈給掌管地方政府委員會的曹觀友行政議員。

电讯塔承包商没停工 许汉宏促陈楚江关注

(双溪大年8日讯)国阵峇甲亚兰区州议席协调官许汉宏,促请吉打州行政议员陈楚江必须以民为本,忽忘了身为人民代议士为民请命的责任。

他提及发生在珠花园住宅区的事件,承建电讯塔的承包商无顾市议会发出警告,依然继续他们的工程,这显示他们为了利益,不顾人民的健康。

“市议会已在该住宅区草场,围起一条不可超越的警告线,不过有关承包商还是违法继续的开工,持续展开非法建设电讯塔的工作,他们明显是为了自己的利益。”

轰陈楚江应为民解困

许氏也是马华双溪大年区会秘书,他抨击这就是吉打州民联政府的作风,他提醒西塘区州议员兼州行政议员陈楚江,应该使用本身的权力及影响力,与大臣阿兹然交涉为民解忧解困,而不是要为人民及州政府共同着想,这是不对的做法,陈氏可别忘了本身是人民在大选投选出来的代议士。

他说,陈楚江必须在这一方面作出努力,同时学习槟城州政府一旦接到人民投诉危害电讯塔必拆掉的行动。

他希望有关当局在提升高科技设备,为人民带来方便的同时,也应深入探讨电讯塔电波的危害程度,未经规划的电讯塔所发出的电波,将对人体带来极大杀伤力;很遗憾的,他们却视之为儿戏,完全不在乎人民的心声及感受。

他提醒陈楚江行政议员,任何在公众场所兴建各种建设,都是违反了1974年道路,沟渠及房屋法令133项(70a)条文,没有准证绝对不可进行任何计划,根据房地部发出的指示,每个住宅区必须有足够的空地作为草场用途。

孩子,我能给你甚麽?

上两周,我有幸受邀在一场题为“绝不妖言惑眾@理性了解电磁波辐射”的论坛和众人探讨与分享有关电磁波辐射的课题。

这场探讨电磁波辐射影响环境和人体健康的论坛,因为被一个在308政治海啸“冲上岸”的新科国会议员,炮轰数位关心电磁波辐射的人士将课题“妖言惑众”以及“制造白色恐慌”而备受瞩目。难得的是,有来自民联政府的代表以及各方关心这课题的人士踊跃的参与和发表观点,讲座和谐进行、圆满结束。

回想讲座前“做功课”的那几天里,家人问我的好几个问题:都被人家指你们妖言惑众了还办什麽讲座?人家不是炮轰你们制造白色恐慌了吗还有人会出席讲座吗?人家不是公开歪曲你对课题的诚意吗,还把你的专业资格踩得一文不值呢?我不禁跌入了沉思中……

许久以来,教育的学无止境和不耻下问的含义,要不是从象牙塔里踏出社会工作且在实践的过程中面对了许多的困难和磨练,否则许多人啊还不知道自己在学府里所汲取的知识,实际上是多么的表面和匮乏。

一些人也许有一个刻板印象,认为学医的人书念的最多,博学多才。事实当然不是如此。5年的医学系课程和这10多年的行医生涯,我深深体会到,医学上不知道的东西还多着呢。

十多二十年的教育,让我学到的最珍贵的是学无止境、精益求精的做学问的正面态度。因为这样,一两年前,关心电磁波辐射对人体有负面影响的尖兵,给我递来了一大迭又厚又重的科学报告。我就抱着学无止境的心态,慢慢翻阅这些文件。这一读,就手不释卷的到了今天。

电磁波辐射对人体健康的症状在医学上是有根据和证明的。偏偏的、不幸的,就是有人拿着所谓的权威和过时的报告,利用高压手段对付来自于民间的声音。这种形同杀一儆百的手段,美其名是因为捍卫个人的声誉,但又有多少人能够了解事件的背后,有更多的无辜的受害者如老人妇孺,得24小时长期笼罩在超额的电磁波辐射下。

想了解电磁波辐射对人体的祸害,不需要学高八斗,才富五车。任何拥有基本医学资格的人,再加上有正确的求学心态,便足于了解在这领域里有数千分已经发表的医学报告。

近期,我们看到的是,别有居心的人,不肯以学则需疑、精益求精的心态来看待问题,然后制定和谐的解决方案。关心电磁波辐射的群眾的其中一项诉求是把电讯塔的电磁波辐射的能量密度减到最低,然后使到使用者和非使用者(尤其是孩童)能在辐射能量密度较低的四周享有通讯的便利,这该不会是白色恐怖吧?

现在,有人要起诉我。但我还是坚持做该做的,讲该讲的。我依旧会默默的用手写、用心的讲。这除了是被关心电磁波辐射的尖兵们的热诚和毅力感动,更是受到内心的呼唤。

人说医者父母心,更何况我也是孩子的守护者。我想,若无法给孩子、给我们的下一代一个健康的环境和未来,那我将是失责的。

(槟城7日讯)在电讯发射器引起争议持续加温之际,民联州议员建议为免该议题造成政府成为“众矢之的”,认为应该将电讯发射器的命运,交予区内人民定夺。

垄尾区州议员杨顺兴律师受本报记者询及时说,与其争议不休,不如将电讯发射器命运交给涉及的地区人民,让居民自行选择要不要电讯发射器矗立在他们家的后院。

“我认同槟州电磁辐射公害防护联盟在之前提出的立场,即建议政府通过‘公听会’(public hearing)方式,让人民在电讯塔与通讯两者间作选择,居民应有选择权,以便就是否接受没有通讯服务的情况。”

他也认为,在安装在公寓或组屋住家的电讯塔引起的争议,涉及的公寓及组屋也应将电讯塔安装与否,交给所有居民决定,这更不该只操纵在数个人手中,反之须先获得多数人同意,以符合民主精神。

他指出,在不久前的州立法议会,已针对区内电讯塔提问。在地方政府曹观友的书面回复中指出,其选区共有7座合法电讯塔,他表示要须查明准确的地点。他说,据他所了解,其区内现有两个地方被投诉电讯塔,分别是垄尾“Kiara Indah”公寓及松林花园公寓。

他表示,希望通过提问了解哪些是合法或非法,而非法的就应被拆除。

某车行屋顶非法安装发射器 罗兴强:宽限期后执法

面对苏洛峇都兰樟居民投诉长达8年的某车行屋顶上电讯发射器,据知未获得市政局的批准建立。

峇都兰樟区州议员罗兴强受询时表示,他已查悉丹斯里郑耀林路一家多层楼车行屋顶上的电讯发射器,并未获市政局批准,属非法安装,而目前有待宽限期后,市政局即会采取执法行动。

他表示,在宽限期间,有关方面不能进行任何执法行动。在问及有关发射器会否在宽限期间被合法化时,罗兴强表示,这应交由相关方面审核,所以他拒绝评论。罗兴强也认同,电讯发射器不宜靠近住宅区,以免引起争议。

来自苏洛峇都兰樟的居民,于8年前针对有关车行屋顶上电讯发射器,向当时在野的罗兴强投诉,而在8年后,即槟民联执政后,再次向已受委行政议员的罗兴强投诉,要求拆除原地继续增加的电讯发射器。

槟州电磁辐射公害防护联盟也于较早前,以电磁测视仪测量该区的水平,此举也引起区内国会议员黄泉安不满,炮轰防护联盟妖言惑众,要求以煽动法令对付。

(檳城)面對黃泉安的法律訴訟,涂仲儀對《星洲日報》記者說,黃氏的訴訟行動,對他來說只是電訊塔輻射能量大課題上的“側寫故事”,大家應該把焦點繼續放在輻射能量課題,別因為黃氏的舉動而失焦。

他強調,本身會等黃氏正式啟動其法律程序後,他也會通過法律來應對黃氏的起訴。

他認為,黃氏一直以來都採用高壓以及恐嚇的方式,企圖要防護聯盟成員閉嘴,不過,他不會因為黃氏的訴訟而減滅他這2年來在電訊塔輻射能量課題上,教育民眾正視電訊塔輻射安全的任務。

續出任防護聯盟醫藥顧問“我會繼續出任防護聯盟醫藥顧問一職,不會因為黃泉安的訴訟而退縮。”

詢及為何在6月3日下午接獲黃泉安代表律師的索求通知書後,未作出任何答覆時,涂仲儀解釋道,實際上有關通知書寄至其診所,當時他並沒在診所,由其職員代為簽收。

“之後,我在6月4日並沒上班,等到隔天回到診所時,才看到這封索求通知書。”

他強調,無論是在甚麼時候看到有關通知書,他還是堅持本身的言論及立場,黃氏要採取法律行動,他也不會阻止。

輻射能量須全面降低
保障民眾安全得靠政治意願


涂仲儀認為,要徹底解決電訊塔輻射安全性的課題,必須依靠各方的政治意願,把電訊塔輻射能量全面降低以及慎重處理設立電訊塔設施的地點。

他說,降低電訊塔輻射能量,並不會影響或導致通訊器材癱瘓,而讓電訊塔遠離住宅區及學校,將能保障民眾的安全。

他指出,雖然世界衛生組織表明至今未有證據證明電訊塔的輻射對人體有害,不過,此組織也勸告各國,在住宅或學校周邊設立電訊塔之前,有必要舉行公眾咨詢以及民眾教育的工作。

不談學歷免模糊焦點

針對黃泉安要求他展列本身在無線電訊科技、電磁及輻射學科班學歷一事,涂仲儀說,若是大馬多媒體委員會(MCMC)或衛生部準備和他對話,而要求他出示有關資格,那則另當別論,至於黃泉安的要求,對他來說只是一種人身攻擊,根本無需拿出來談,以免模糊了焦點。

他強調,本身過去所提出來的數據或資訊,都是根據科學權威團體的論述,而非他本身的個人論述。

郭鄭都願談偏偏黃不肯

他不解道,連行政議員曹觀友以及2名州議員郭庭愷及鄭雨周都願意坐下來與防護聯盟一起討論,偏偏黃泉安就是不肯,反而咄咄逼人。

他目前冀望曹觀友能儘速安排到衛生部及大馬多媒體委員會成員與防護聯盟舉行對話,以便在電訊塔輻射課題上有所決策。

来自群众

政治人物最怕的,就是忘记自己来自群众。

因为忘记来自群众,所以政治人物已经忘记了,他是靠群众的选票当选、靠民众的支持当官、靠民众的力量在政坛上呼风唤雨。

通常这类已经忘了自己来自群众的政治人物,一旦当了官或手握权柄就会像患上“大头症”般,姿态高了、讲话也官腔了、将对自己的刺耳批评视为“罪大恶极” 。

比如说,政治人物未当选前很喜欢跟非政府组织走得很近,因为非政府组织来自群众,参与及获得非政府组织的支持,在一定程度上也可以争取更多的民众支持力量,可是在当官后,政治人物就会觉得非政府组织的言论实在很刺耳、不中听、甚至心存厌恶感。

以前的谦卑没有了,换上的是不容他人挑战的尊严,也因为这个当官的尊严,政治人物忘记了自己今天可以站在权力高处睥睨群众,也是拜民众的支持力量所赐。

所 以,看到身为槟州首席部长幕僚长的日落洞区国会议员黄泉安,近期因为电讯塔风波课题而频频向槟城电磁辐射公害防护联盟放狠话,包括发表要求援引煽动法令对 付言论、一直猛轰防护联盟顾问涂仲仪拥有民政党背景而政治化课题,如今更因为涂仲仪揶揄“愚蠢”与“顽抗”而决定起诉,几乎令人看傻了眼,“尊贵的”难道 不知道什么叫做言多必失?难道忘记了自己来自的政党,是一个强调以民为本、主导槟民联政权的民主行动党?

当然,各个人在不同的课题上都有不同的立场,在电讯塔课题上亦是如此,站在科技最前端的立场,以及管辖辐射指南的权限问题上,黄泉安可以捍卫自己的原则,但站在关心民众健康的立场上,槟城电磁辐射公害防护联盟一样有权利捍卫自己说话的权利。

伏尔泰名言“我可能不同意你的言论,但我誓死捍卫你说话的权利”,含义是你可以不认同对方的谈话,但应该尊重对方说话的权利,而懂得援引此名言的黄泉安,却搞出恫言援引煽动法令、与不同意见的防护联盟交恶,以及恫言起诉涂仲仪风波,不是很可笑吗?

如果黄泉安相信人民的眼睛是雪亮的,如果黄泉安相信人民会辩别是非黑白,为何邀请不同意见的防护联盟公开辩论,让双方都一个公平的交流及辩论平台,再把一切 民众去判断,不要忘记,恫言援引恶法对付民间组织、高姿态向不同意见的防护联盟放狠话,受到害伤的不只是个人形象,还包括强调以民为本的民主行动党。

(槟城6日讯)引起争议的多座矗立式电讯发射塔料在近期内拆除,其中即包括亚依淡商务小学前的电讯塔。

一名安装电讯塔的承包商向本报指出,他已接获指示以便在近期内拆除座落于北马至少三个电讯塔,其中一个即座落在商务小学前的电讯塔。

承包商保证不启用

该名承包商罗斯里在周五在商务小学对面路安装电讯塔装置时,如是指出,他表示,已接获指示拆除商务小学前的电讯塔,然而为了完成安装工程以便能凭此收取工程承包费,所以他必须先完成安装后,才进行拆除。

不过,他保证,有关电讯塔在完成安装后,即会同时拆除,期间电讯塔也不会启用,所以不会发送电讯塔讯号。他指出,其安装的电讯发射器主要作为WiMax的无线上网用途。

除了商务小学前对面路的电讯塔,他说,另两个地点分别是直落亚逸达哇及双溪大年。他指出,承包商只是接获指示下安装及拆除,所以希望受影响的人民能谅解他们的工作。

曹观友:向尤端祥了解

与此同时,槟州地方政府委员会主席曹观友行政议员向本报记者指出,他已指示停止亚依淡商务小学前的电讯塔的安装工程。他表示,已指示市政局指示槟州发展机构拆除停止电讯塔的安装工程。

针对有关事件的进展,他表示,将会在周二向建筑部主任尤端祥了解。

尤端祥:市政局已发指示

与此同时槟岛市政局建筑部总监尤端祥指出,市政局在上周已正式发出指示,要求拆除亚依淡商务小学前电讯塔。不过在被问及有关安装工程在进行时,尤端祥即感到不解,因为有关指示已在上周发出,而他将针对此事了解。

与此同时,他也指出,所有非法的电讯塔将在6月30日宽限期后逐步的拆除,在问及现有多少电讯塔在处理中以进行合法化程序时,他则表示手头上没有这些数据。
