“民聯版”電訊塔指南出爐‧曹觀友:原來問題不在輻射安全距離‧“是擔心電訊塔砸傷人”

(檳城)新鮮出爐的“民聯版”電訊塔指南中,電訊塔和住家的法定距離保持原狀,且闡明:所謂30公尺的距離,只是擔心電訊塔坍塌或有物件掉下,砸傷路人而已。
她從未接觸過中文,但只是經過半年的努力學習,她成功在UPSR中的華文作文試卷中順利過關!這位韓國小妹妹是怎么辦到的?
掌管檳州地方政府事務委員會的曹觀友坦言,關於指南內對安全距離的注腳,實際上早在前朝就已經存在了,不過,他卻是剛剛才發現。
“輻射安全距離”請願白忙一場
換言之,過去非政府組織頻頻請願、非議政府在處理“輻射安全距離”時不夠敏感,應該擴大電訊塔距離、確保民眾健康的動作,根本就是“白忙一場”。
這是因為由始至終,輻射安全距離的問題,並沒有列入指南之內,所謂的30公尺距離,擔心的完全不是輻射,而是“砸傷人”。兩造認知基礎的誤差,實為天淵之別。
他強調,當初草擬這份指南時,奉能源、通訊及多媒體部、房地部、衛生部、科學及工藝部、大馬原子能研究機構、工程及繪測機構發出的準則為圭臬,並根據地方政府條令設立。
這也就是說,這份指南由上述機關背書,若民眾覺得健康受威脅,應該向衛生部反應。
讓住戶參考發展項目
設平地電訊塔需呈2圖測
曹觀友提及,在新指南中,有別以往的是,有關單位在設立平地電訊塔時,需提呈規劃圖測及建筑圖測,至於在建筑頂樓設置的電訊站,則僅需繳交建筑圖測。
“前朝政府執政時,商家要設置平地電訊塔,只要交上建筑圖測即可,如今州政府加上新條件,命令業者同時也需呈交規劃圖測,以讓臨近的住戶參考及瞭解發展的項目。”
他表示,檳威兩地市政局將在明年1月起,把所有申請電訊塔的記錄放在網頁上,讓公眾查詢。
至於要在古蹟區設置電訊塔者,需要通過檳州政府屬下的技術小組審核。目前細節尚在擬定當中。
“這份新指南的在11月25日被通過,而緩沖期將至明年6月底,過後我們才會採取行動。”

A NON-governmental organisation (NGO) has urged the Penang Government to crack down on illegal telecommunication towers in the state.
Penang Electromagnetic Fields (EMFs) Telco Alliance secretary Ong Bee Lay said towers should also not be allowed near hospitals, schools, public parks and housing areas.
“We want the state to conduct a public hearing on the health hazards of such towers and remove all the illegal structures immediately.”
Ong was speaking at a press conference at Macallum Street on Thursday.
“The residents here are protesting against another new tower being erected here. As it is, there are already eight existing ones in the area.
“There are 30 families living in this housing estate and many have complained of sleepless nights, lethargy and even cancer. We believe these are ailments related to the towers,” she said.
In October, state Local Government and Traffic Management Committee chairman Chow Kon Yeow said telecommunication companies had until June 30 next year to obtain the licences to build the towers before they were removed by the authorities.

Studies Show Adverse Health Effects From Cell Phone Towers
If you aren’t sure that cell phone towers and masts are harmful the following study summaries should convince you. Below are listed six studies that have shown significant adverse health effects on people living near cell phone towers. According to Dr. Grahame Blackwell “these are the only studies known that specifically consider the effects of masts on people. All six studies show clear and significant ill-health effects. There are no known studies relating to health effects of masts that do not show such ill-health effects.” (6)
1. Santini et al. found significant health problems in people living within 300 meters of a cell phone base station or tower. The recommendation was made from the study that cell phone base stations should not be placed closer than 300 meters to populated areas. Pathol Biol (Paris) 2002; 50: 369-373.
2. A Netherlands Organization for Applied Scientific Research study entitled, “Effects of Global Communications System Radio-Frequency Fields On Well Being and Cognitive Function of Human Subjects With and Without Subjective Complaints” found significant effects on well being including headaches, muscle fatigue, pain, and dizziness from tower emissions well below the “safety” level.
3. Gerd, Enrique, Manuel, Ceferino and Claludio conducted a Spanish study called “The Microwave Syndrome” and found adverse health effects from those living near two cell phone base stations. The health effects included fatigue, a tendency toward depression, sleeping disorders, difficulty in concentration and cardiovascular problems.
4. From an Israeli study published in the International Journal of Cancer Prevention, Vol. 1, No. 2, April 2004, Wolf and Wolf reported a fourfold increase in the incidence of cancer in people living within 350 meters of a cell phone tower as compared to the Israeli general population. They also reported a tenfold increase specifically among women.
5. In the Naila Study from Germany, November 2004, five medical doctors collaborated to assess the risk to people living near a cell phone tower. The retrospective study was taken from patient case histories between 1994 and 2004 from those who had lived during the past ten years at a distance up to 400 meters from the tower site. The results showed that the proportion of newly developed cancer cases was significantly higher in those patients living within the 400-meter distance and that the patients became ill on average eight years earlier. In the years 1999 to 2004, after five years of operation of the transmitting tower, the relative risk of getting cancer had trebled for residents of the area in the proximity of the installation compared to the inhabitants of Naila outside the area.
6. An Austrian Study released in May 2005, showed that radiation from a cell phone tower at a distance of 80 meters causes significant changes of the electrical currents in the brains of test subjects. All test subjects indicated they felt unwell during the radiation and some reported being seriously ill. According to the scientists doing the study, this is the first worldwide proof of significant changes of the electrical currents in the brain, as measured by EEG, by a cell phone base station at a distance of 80 meters. Subjects reported symptoms such as buzzing in the head, tinnitus, palpitations of the heart, lightheadedness, anxiety, shortness of breath, nervousness, agitation, headache, heat sensation and depression. According to scientists this is the first proof that electrical circuits in the brain are significantly affected by a cell phone tower. The distance in this study was a mere 80 meters.
Two-time Nobel Prize nominee Dr. Gerald Hyland, a physicist, had this to say about cell phone towers. “Existing safety guidelines for cell phone towers are completely inadequate. Quite justifiably, the public remains skeptical of attempts by governments and industry to reassure them that all is well, particularly given the unethical way in which they often operate symbiotically so as to promote their own vested interests.”
Dr. Bruce Hocking did a study in Syndey, Australia, of children living near TV and FM broadcast towers, which by the way, are very similar to cell phone towers. He found that these children had more than twice the rate of leukemia as children living more than seven miles away from these towers.
Results in yet another recent study (7) conducted on inhabitants living near or under a mobile phone base station antenna yielded the following prevalence of neuropsychiatric complaints: headache (23.5%), memory changes (28.2%), dizziness (18.8%), tremors (9.4%), depressive symptoms (21.7%), and sleep disturbances
(23.5%). In this study the participants were given a neurobehavioral test battery measuring such things as problem solving, visuomotor speed, attention and emory. Symptoms of exposed inhabitants were significantly higher than control groups.
Furthermore, Europe’s top environmental watchdog group, European Environment Agency (EEA), is calling for immediate action to reduce exposure to mobile phone masts. EEA suggests action to reduce exposure immediately to vulnerable groups such as children.
The development of brain tumors in staff members working in a building in Melbourne, Australia, prompted the closing of the top floors of the building. The Royal Melbourne Institute of Technology is housed in the building. Seven staff members were diagnosed with brain tumors and five of the seven worked on the top floor. A cell phone antenna is located on the roof of the building. (8)
The Orange phone company in England is being forced to remove its mast tower on a building in Bristol, England. The removal is a result of a five-year effort by residents and local authorities to have the mast removed. Cancer rates in the building, which has become known internationally as the “Tower of Doom,” have soared to ten times the national average for the 110 residents living there. The two masts sitting on the roof, one owned by Orange and the other by Vodafone, were installed in 1994. Vodafone has refused the remove its mast. (9)

该组织主席李斯杰在医药顾问涂仲仪、秘书王美丽及委员李翠华陪同下,到州议会向掌管地方政府行政议员曹观友提呈他们的备忘录。
新指南不利健康
李斯杰对记者说,他们不能接受曹观友最近公布,指电讯塔与房屋的距离宽限在30公尺内新指南;反之,在拟定电讯塔新指南时,奉行曹规萧随,沿用马来西亚多媒体通讯委员会拟定的过时却不利人民健康的指南。
该联盟拒绝槟州政府在今年10月州行政议会通过继续宽限电讯塔至明年6月以进行合法化电讯塔工作,并指这经无视人民得继续忍受电讯塔辐射得伤害。涂仲仪认为,宽限期应该保留原先期限,即是到今年12月31日为止。
“还有,该组织也要求州政府勿将电讯塔安装在靠近学校、老人院、休闲中心、医院等公共设备地方。因为,根据目前资料显示中华小学、商务小学、槟华小学对面商业单位及Lahat Court(跑马园公寓),都是该组织认为已受辐射影响地点。”
建议办听证会 邀专家听民意
为此,槟州电磁辐射公害防护联盟要求州政府能够举办一个听证会,邀请专家听取公众提出得意见。而这点得遵守国际电磁波辐射安全组织(International Commission of Electronic Magnatic Safety)指南,即建议所有地方上所有地方政府,接受由公民组织推介的人选。
电讯塔对健康造成的危害已成为不争的事实,所以,他们准备拿出大量外国的 权威性报告及研究来证明电讯塔对健康的不良影响,其中包括致癌。因此,他们要求政府在拟定新指南时,成立小组,将非政府组织加入。
然后,在电讯塔竖立方面,体现公众参与及第21世纪地方政府议程(Local Agenda 21)的精神,为方圆至少100公尺至200公尺受影响范围居民举行听证会,听取人民心声。
另一方面,行政议员曹观友在回答有关电讯塔问题时解释,作为一个关心民瘼的州政府,政府经于今年11月20日在行政议会中通过新电讯塔指南,让竖立电讯塔旁侧的地主能提出反对,这项新措举,是旧指南所没有的指南。

(檳城4日訊)檳州電磁輻射公害防護聯盟今天在州議會范圍內呈交備忘錄給地方政府主席曹觀友,要求州政府立即拆除州內非法發電訊塔,尤其優先處理住宅及學校的非法電訊塔。
今早10時30分,該組織在議會進行時抵達,欲呈交該備忘錄給曹觀友,曹觀友也暫時離開議會廳,出來接收該備忘錄。
曹觀友接收備忘錄后向記者指出,州政府已新增電訊塔指南的一項條例,即允許電訊塔周圍住戶地主對該電訊塔提出反對,惟其他條例依然根據馬來西亞多媒體通訊委員會擬定指南。
該聯盟顧問涂仲議醫生指出,州政府寬限非法電訊塔至明年6月30日以進行合法化電訊塔工作,無視過于靠近人群的電訊塔所造成危害。
他也說,州政府公布的指南將電訊塔與房屋距離為30公尺,但根據國際權威報告,這距離是非常危險。
應離住宅至少400公尺
他也說,該聯盟也反對無線發射線(Wifi)安裝在住宅區、學校、醫院、休閑中心、老人院和托兒所內,他也呼吁公眾不要24小時曝露在高頻率電訊范圍內。
而該聯盟也希望中央和州政府舉辦有關電訊塔聽證會時,應讓公民組織推薦有關專家參與,而不是一面倒委任興建電訊塔商業團體所推薦專家,以示公平。
該聯盟也認為,電訊塔與住宅區距離應至少400公尺,或越遠越好。

指南下月出炉 槟860电讯站须拆除

州政府目前想在电子通讯的方便和人民的利益之间取得平衡。
(槟城6日讯)槟州行政议员曹观友宣布,电讯塔及电讯站指南料在下个月出炉,州内超过860个违法电讯站的拥有者需自行拆除或修正后才申请准证,宽限期至明年6月30日。他也说,州政府也会多建32个电讯塔。
也是槟州地方政府委员会主席的曹观友今早在一项记者会上受询时说,政府不会在2010年6月30日之前,拆除这些违法电讯站,下个月新指南出炉后,商家可根据指南修正他们的电讯站,再向政府申请准证。
他补充,这是上周槟州行政议会会议通过的新政策。
明年中前自行拆除
“若他们觉得自己无法符合新指南,就须在明年6月30日前自己将电讯站拆除了来。”
他说,州政府会根据新指南来判断,是否批准商家的申请。
目前州内的65%电讯塔及电讯站都违法,即总数超过860个,槟城各区都响起了反对电讯站和电讯塔的声音。
曹观友说,州政府也想在电子通讯的方便和人民的利益之间取得平衡。
“州政府也会委任槟州发展机构电讯公司,处理商家申请的一站式中心,该公司接受申请后将交由州政府批准。”
他说,槟州发展机构电讯公司也会在州内32个地方设置临时电讯塔,以让商家在塔上安置电讯站。
“商家因竞争而需面对积极扩充电讯联络网的压力,所以到处设置电讯站。”
他相信有了这32个电讯塔,商家不会再随地在人家屋顶上设置电讯站,而引起住宅区居民的反对。
全都远离住宅区! 32地点设临时电讯塔
商家须在明年6月03日前,根据新指南修正或自行拆除违法的电讯站。
州政府为电讯站建32个“新家”!
槟城发展机构电讯公司设置的32个临时电讯塔,将取自地方政府地段,并以远离住宅区为重要考量,试用期为6个月。
曹观友说,这32个电讯塔是流动式电讯塔,州政府已确认了32个合适地点,在该处设塔,所用的地段都是政府地。
反对电讯塔的槟州人民,一直以来的抗议原因是电讯塔太靠近他们的居所,针对此事,曹观友说,尽量远离住宅区已是州政府选择这32个地点的重要考量。
“这些电讯塔的试用期为6个月,若没有问题,没人反对,这电讯塔才会继续留在该处。”
他说,若州政府认为有必要将电讯塔搬走,其搬迁工程也不难,因为这些电讯塔都是流动式的。
“寄放在电讯塔上的电讯站将获得临时准证,若顺利,半年后就可获得正式准证。”
公众可提出反对 曹观友:依合理性采行动

曹观友说,公众有权对32个临时电讯塔提出反对,但州政府在移走电讯塔前也会考量反对的合理性。
在场的一名记者询问曹观友,是否会因居民反对而移走临时电讯塔时,曹观友说,这要依据反对声的合理性而决定。
“公众有权提出反对,但州政府也需考量其合理性。不然的话,若反对电讯塔的非政府组织,都在这32个临时电讯塔前示威,这是否就代表州政府就要移走所有的临时电讯塔?”
当被讯及投诉管道时,曹观友说,反对的公众可向市议员或槟州发展机构电讯公司投诉。
“州政府将会公开这32个地点,我不知道你们(记者)会问这课题,所以没有准备这么详细的资料。”
电讯塔课题指忘了人民 记者拍桌骂曹观友
双溪槟榔仙人园居民多年来不断向州政府争取,以拆除住宅区范围内一座没操作的电讯塔。

一名也是非政府组织成员的《光华日报》记者,今早出席行政议员曹观友的记者会时,因不满曹观友宣布“电讯塔与公众居所的距离最少要30公尺”而拍桌子,更当场指着曹观友,怒骂“你忘了人民!你和丁医生(槟州地方政府委员会前主席拿督丁福南医生)没有分别!”
这名记者蔡昌卫一向相当关注电讯塔问题,本身也加入相关的非政府组织;他认为电讯塔与公众居所的最短距离,不该只有30公尺。
在发问环节中,他向曹观友抛出很多问题,开始时气氛和普通的记者会无异,但蔡昌卫听到“电讯塔与公众居所的最短距离是30公尺”后,情绪失控,大力拍了桌子一下,以致发出“碰”的一声。
“你忘了人民!你和丁医生没有分别!”
指为人民而生气

蔡昌卫指着曹观友怒骂,但曹观友相当冷静,他询问:“你现在代表报馆,还是个人?我会向报馆投诉你。”
曹观友解释,30公尺的距离是大马通讯及多媒体委员会制定的指南。蔡昌卫却提醒曹观友,在行动党未成为州政府前,曹观友是反对设立电讯塔的。
“你以前说过什么?我有剪报。”
“那你拿剪报给我看。”曹观友淡定回应。
“好!我challenge(挑战)你!” 蔡昌卫说,他是为了人民而生气,不是为了自己。
曹观友说,问题是蔡昌卫自己提出的,对方却无法接受他给予的答案。
记者会结束后,一些在场的记者劝告蔡昌卫不该有此行为,蔡昌卫马上向同行道歉。曹观友走过时,他向曹观友说:“他们(记者)要我向你道歉。 ”
曹观友却回应:“我同样会向报馆投诉你。”

让业者申请电讯塔合法化 槟政府再宽延半年

(槟城6日讯)尽管槟州首长幕僚长黄泉安国会议员代表槟州政府宣布所有违法电讯塔将在年杪大限时“死定”,惟槟州政府却在今天宣布,再宽延电讯公司额外半年时间,即直至2010年6月30日,让业者向市政局申请电讯塔合法化。
槟州地方政府委员会主席曹观友行政议员即在周二记者会上,在出席丹绒武雅智慧社区中心开幕礼仪式后,受询时这麽指出。
他表示,截至今年3月30日,全州合共有 849座电讯塔,其中有285座平地上电讯塔,以及564座屋顶上电讯塔,总数当中有 67点53巴仙,即 572座电讯塔是违法搭建。
不过,他说,州行政议会在上周已通过两项决定,其一即是宽限业者至明年2010年6月30日通过槟州发展机构属下的槟州发展机构电讯私人有限公司(PDC Telcos Sdn Bhd)申请合法化。
他表示,只要业者符合指南即获得发出执照营业,不过,若业者认为不能符合指南规定,那么业者可在自动自发下采取移除行动,而市政局则在此期间不会采取任何拆除违法电讯塔的行动。
与此同时,曹观友也宣布,行政议会也通过将在全槟设立32座的流动电讯塔。这些电讯塔将座落在政府地,而且符合现有指南。“我们将发出临时的执照,让流动电讯塔操作。”而他表示,将以6个月时间作为试验期,以探测是否有人提出反对。”
他指出,若有关地点合适,槟州发展机构电讯私人有限公司必须在6个月期限后呈上申请策划批准,否则必须在30天内拆除。
他在受询及州政府有何机制或是否设听证会来聆听居民们针对这些即将矗立的流动电讯塔发出的反对声音时,曹观友则指出,他们可向槟州电讯私人有限公司及市政局投诉。
惟在接获反对后,这些电讯塔会否立即拆除,曹观友没有正面回应,只表示,将会根据居民的反对人数来决定。由於这些电讯塔是流动性的,如果有人反对,我们可以移至其他地点。
另一方面,针对首长幕僚长黄泉安国会议员曾指出,所有非法电讯塔将在今年年尾大限至死定(面对拆除), 如今州政府再延长业者半年,是否代表对方说话不算数时, 曹观友则认为,这是对方的个人意见。
沿用前朝政府电讯塔指南 林丽葆:民联违背人民委托
槟州电磁辐射公害防护联盟顾问林丽葆医生认为槟州民联政府竟然继续沿用前朝政府使用的电讯塔指南,相等於违背了受电讯塔影响者的委托。
她表示,民联在担任反对党时与人民一起反对电讯塔,受影响的居民即是希望在他们上台后,看到希望及改变,然而却令人感到遗憾,却是照顾业者利益多于关心人民面对的健康威胁。
她承认,相比国外,我国人民对电讯塔的健康威胁醒觉还在起步中,而执政者必须有远见,以人民健康为重。
新指南规定电讯塔 与住宅区保持30公尺距离
曹观友宣布民联政府沿用马来西亚通讯多媒体委员会的新指南规定电讯塔与住宅区保持30公尺距离。
曹观友在记者会上在受询及拟定中,及即将月内出炉的电讯塔的新指南的标准时表示,新指南规定电讯塔与住宅区保持30公尺,该指南将在月内出炉。
他表示,上述标准乃沿用大马通讯多媒体的指南。不过在针对记者提及民联政府在作为反对党时反对电讯塔,如今却继续延用前政府引用与住宅区保持30公尺的距离标准一事,曹观友则要求记者出示剪报证明(他反对电讯塔一事)。

(槟城6日讯)尽管槟州首长幕僚长黄泉安国会议员代表槟州政府宣布所有违法电讯塔将在年杪大限时“死定”,惟槟州政府却在今天宣布,再宽延电讯公司额外半年时间,即直至2010年6月30日,让业者向市政局申请电讯塔合法化。
槟州地方政府委员会主席曹观友行政议员即在周二记者会上,在出席丹绒武雅智慧社区中心开幕礼仪式后,受询时这麽指出。
他表示,截至今年3月30日,全州合共有 849座电讯塔,其中有285座平地上电讯塔,以及564座屋顶上电讯塔,总数当中有 67点53巴仙,即 572座电讯塔是违法搭建。
不过,他说,州行政议会在上周已通过两项决定,其一即是宽限业者至明年2010年6月30日通过槟州发展机构属下的槟州发展机构电讯私人有限公司(PDC Telcos Sdn Bhd)申请合法化。
他表示,只要业者符合指南即获得发出执照营业,不过,若业者认为不能符合指南规定,那么业者可在自动自发下采取移除行动,而市政局则在此期间不会采取任何拆除违法电讯塔的行动。
与此同时,曹观友也宣布,行政议会也通过将在全槟设立32座的流动电讯塔。这些电讯塔将座落在政府地,而且符合现有指南。“我们将发出临时的执照,让流动电讯塔操作。”而他表示,将以6个月时间作为试验期,以探测是否有人提出反对。”
他指出,若有关地点合适,槟州发展机构电讯私人有限公司必须在6个月期限后呈上申请策划批准,否则必须在30天内拆除。
他在受询及州政府有何机制或是否设听证会来聆听居民们针对这些即将矗立的流动电讯塔发出的反对声音时,曹观友则指出,他们可向槟州电讯私人有限公司及市政局投诉。
惟在接获反对后,这些电讯塔会否立即拆除,曹观友没有正面回应,只表示,将会根据居民的反对人数来决定。由於这些电讯塔是流动性的,如果有人反对,我们可以移至其他地点。
另一方面,针对首长幕僚长黄泉安国会议员曾指出,所有非法电讯塔将在今年年尾大限至死定(面对拆除), 如今州政府再延长业者半年,是否代表对方说话不算数时, 曹观友则认为,这是对方的个人意见。

槟州电磁辐射公害防护联盟顾问林丽葆医生认为槟州民联政府竟然继续沿用前朝政府使用的电讯塔指南,相等於违背了受电讯塔影响者的委托。
她表示,民联在担任反对党时与人民一起反对电讯塔,受影响的居民即是希望在他们上台后,看到希望及改变,然而却令人感到遗憾,却是照顾业者利益多于关心人民面对的健康威胁。
她承认,相比国外,我国人民对电讯塔的健康威胁醒觉还在起步中,而执政者必须有远见,以人民健康为重。

A SIX-METRE telecommunication structure erected at Taman Jesselton in Penang has residents worried about its potential hazardous effects.
A resident, who wished to be known only as Mrs Lim, said the telco tower was erected at a foothill five years ago.
''It's directly behind a row of houses and next to a water tower. It might not be safe for us to use and drink the water,'' she said when contacted yesterday.
She said the residents there had become more wary of the telco tower after reading about radiation.
''Studies have shown that radiation can affect anyone within a radius of 300m to 400m.
''It will take years for researchers to finally come out with concrete results. We don't want to wait until then to take precautions.
''Parents are also worried about their young children who are more vulnerable to any likely harmful effects,'' she said.
Penang Electromagnetic Fields (EMFs) Telco Alliance committee member Ong Bee Lay said the telco tower was located about 20m away from the houses.
''There are about 100 residents who may be directly affected. We have handed a memorandum to Kebun Bunga assemblyman Jason Ong and we hope the authority can take down the structure or shift it,'' she said.
When contacted, Local Government and Traffic Management Committee chairman Chow Kon Yeow said the council would send its officers to check the structure.

(威南24日讯)利用双层商店顶楼装置电讯塔事件风云再起!新邦安拔新大发园(美乐家园)商业中心其中一间店屋顶楼装置电讯塔,引起邻近居民恐慌。
据隔邻的茶室老板黄赐添向记者投诉说,这电讯塔是上周一装上,工作人员在白天安装电缆。
“他们似乎深怕被人知道安装电讯塔,选在半夜安装。”
他说,自他们装置电讯塔后,他的电视机收线被干扰,然后还得被逼送厂维修。
他也说,据维修电视机的技术员告知,这电讯塔所散发的电波非常强,如果电视天线与它接近,会被干扰。
冯兰香:担心辐射危害健康
住在商店后面的女屋主冯兰香说,该电讯塔与其楼上偏厅正冲,她与丈夫及孩子们都非常担心电讯塔所产生的辐射危害健康。
她说,虽然目前尚未见家人健康有何异样,但该电讯塔非常接近她的家园,而且辐射是长期性侵蚀人体的健康,为防患未然,政府应该要重视这起事件。
吴晋仰吁州、市议员彻查
当地的睦邻计划主席吴晋仰也吁请当地州、市议员彻查,为何威省市议会会批准电讯塔装置于居民密集住宅区,也质疑电讯塔是否拥有准证。
他说,居民反对在住家附近装置电讯塔,因为它明显对人体健康有负面影响。
他也说,他也把是件事向当地州议员刘子健投诉。刘子健也希望睦邻计划理事会通过书信方式向他及威省市议员吴俊益投诉此事件。
吴俊益:最短时间内速查
吴俊益市议员受访时指出,他会在最短时间内对之进行调查,若发现该电讯塔是非法装置,威省市议会将会依程序采取法律行动,对付有关单位。

THE Penang Municipal Council has been urged to remove four illegal telecommunication structures atop the roof of a double-storey shoplot in Island Glades.
Seri Delima assemblyman R.S.N. Rayer said the structures had been there for over 10 years, and residents living nearby had been complaining about constant headaches.
He said the council had issued a notice to the telecommunications company on Nov 25 to remove the structures, but the company had failed to do so.

“Another notice has been served to the company, and the council has given the owner a grace period until end of December to remove the structures.
“But I appeal to the council to ask the owner to remove the structures immediately, just like what had been done in several other areas,” he told reporters when inspecting the site on Saturday.
Tan Chaik Hong, 44, who lives opposite the shoplot, said his wife and neighbours complained of constant headaches ever since the structures were put up.
It is learnt that the owner of the shoplot, where the structures are placed, receives RM6,000 monthly from the telecommunications company.
When contacted, state Local Government and Traffic Mana-gement Committee chairman Chow Kon Yeow said the state was finalising the guidelines for such structures which would be tabled by the state’s planning committee soon.
“A company, PDC Telecom- munications Sdn Bhd, was also looking at suitable sites to help the network operator relocate the structures,” he said.
He said the situation needed to be balanced, as such operators had also received complaints of poor coverage from their subscribers.
“In fact, the Malaysian Commu-nications and Multimedia Com-mission has fined certain network operators for not performing in accordance with the key performance indicator.
“Therefore, this situation must be taken into due consideration, but the local authorities will be mindful on the concerns raised by residents when approving the sites,” said Chow.

優美城逾百居民今日在交通圈電訊塔工地旁展開和平請愿,抗議當局興建電訊塔,惟居民也在現場派發輝煌條紋給路過的居民,慶祝國慶日到來。
今早,優美城居民協會在主席劉明昌帶領下,在優美城交通圈電訊塔工地附近向過往的居民派發輝煌條紋,過后拉橫幅和平請愿,要求當局不要在住宅區興建電訊塔。
現場派發國旗
該會也在現場展開簽名運動,要求出席的居民簽名請愿;約有百余名居民出席今早的和平請愿。
劉明昌受訪時說,居民協會今日也是配合國慶日,向過往的居民及車輛派發輝煌條紋;他們也派發口罩給出席者,響應衛生部防范A流感的號召。
他說,他們也“順便”在現場拉 橫幅和平請愿,希望市議會當局關注居民的心聲,將電訊塔遷離住宅區。
“我們在本月27日已經將備忘錄呈交給縣長,當局已安排在9月12日上午9時30分在馬華區會會所舉行交流會,我們希望居民踴躍出席。”
他感謝士乃州選區協調委員會主席鄭振賢的協助,將電訊塔課題帶入縣署行動理事會討論。
他們也感謝優美城發展商報效200面輝煌條紋及帳篷給該會。

(槟城27日讯)杰瑟顿园居民要求在5年前,悄悄“出现”在住家范围的电讯塔远离他们!
上述区域属于一个高尚住宅区,居住在内的居民个个非富则贵,住户大部分是外籍人士。
代表居民发言的马琳周四在记者会上说,该座电讯塔是于5年前,悄悄安装在他们住家附近,而电讯塔的结构逐年增大。
她披露,由于电讯塔距离他们的住宅过于靠近,加上电讯塔去年又加强发射器的操作功能,因此,他们要求电讯塔远离他们,安装在其他地方。
她希望居民们的心声受到政府关注,并为他们解决这项问题,即把电讯塔远离他们。
根据当地居民的说法,他们曾向槟州公共工程局和槟岛市议会反映这项问题,在询及电讯塔的座落地所属哪个部门时,遭到两个当局互相推搪与否认。
据了解,安装电讯塔的地段其实是属于槟州供水机构,这也出现电讯塔是在该机构的默许下获得安装。
植物园区州议员王康立披露,他将调查电讯塔的合法性,若证实是非法操作,将难逃被拆除的命运。
他透露,根据槟岛市议员黄吉兴的调查显示,该座电讯塔是属于非法操作。
他指出,他过去5年全然不知该电讯塔的存在,截止今年中在他人告知下,才获悉有这一回事。
他说,这是前朝政府时期所做出的“允许”,但相信电讯塔是不受到“批准”下安装,意即这些均为非法电讯塔。
他补充,其选区一带即白云山、苏格兰路男童军总部、拉哈路等,都有类似的电讯塔存在。
王康立说,电讯塔指南两个月后才会出炉,因此希望州政府能采取积极、主动态度解决电讯塔问题。
“还有,若证实电讯塔不会危害人体,那就要听取多个专家意见,并非仅听单方之词。”
他认为,不能因为坚持要科技发达如落实无线上网等,而牺牲人民的健康,导致人民必须承担自己的生命安危。
他说,当局已发出拆除函给在拉哈路安装电讯塔的业者,不过至今尚未有动工拆除的迹象。
“若该电讯塔是合法操作,那就必须等到合约期限后,才可进行拆除迁移他处。”
黄吉兴说,他将向市议会反映这项问题,并调查该座电讯塔的合法性,若证实是非法操作,将会采取行动对付。
他透露,电讯塔必须由市议会一站式统办中心批准安装,不过近期该中心并没有批准新电讯塔的申请。

(槟城11日讯)槟岛市政局周二早出动18名执法人员,拆除汕头街周氏岐山堂及附近建筑物上共7个非法电讯塔!
汕头街居民早前召开记者会反映住家一带拥有非法电讯塔,并向州政府提呈备忘录,希望当局正视,如今相关电讯塔在居民的一片反对声浪下拆除。
戴良成:接获众多投诉
槟岛市议员戴良成接受《光华日报》访问时表示,市政局基于设立该处为非法电讯塔,加上接获众多公众投诉,因此决定前往拆除。他提及,市政局共出动18名执法人员,一共拆除7个电讯塔。
电讯塔拆除时出现2把不同声音,周氏岐山堂总务对于市政局突然前来拆除电讯塔感到不满,至于在旁观望的居民则表示安心。
周□授:资助会馆活动
周氏岐山堂总务周□授受访时透露,该堂于2004年租用屋顶一部份予一家电讯公司设立电讯塔,租约为期5年。租约较后在2008年更新,延长5年,孰料新的合约开始执行1年,电讯塔便遭拆除。
他提及,电讯公司每月向该堂缴交2600令吉租金,该笔费用是作为资助会馆活动之用。
他表示,市政局秘书芭提雅上周与电讯公司进行会议,并提及市政局不会突然拆除电讯塔,惟,如今市政局官员却突然前来拆除,他对此行动表示不赞同。
居民:勿再装置电讯塔

不愿透露姓名的居民提及,他们对于市政局拆除电讯塔表示安心,并认为他们的健康将受到保障。居民希望,有关单位勿再该处装置电讯塔。

(霹靂‧怡保)電訊塔課題越鬧越熱,為解除居民對電訊塔危害的擔憂,怡保市政廳與大馬通訊及多媒體委員會週六(8月8日)早上在打捫團結花園禮堂主辦一項說明及交流會,但約百名出席的居民情緒激昂,紛紛發表反對電訊塔興建在太靠近住宅區的意見。
出席這項“輻射與無線電頻率效應及電子通訊系統發展影響”與民交流會者主要來自巴占區,因為此區早前不斷出現裝置電訊塔新工程,令居民忐忑不安,因而期望在交流會上傳達心聲。
2負責人難說服居民
針對居民的提問,主辦單位的兩名負責人,即大馬通訊及多媒體委員會北區總監依斯邁和大馬核子機構非游離輻射、光線健康及安全組經理萬沙菲依都有給予答覆及講解,惟無法令居民滿意。
在交流會結束後,部份居民集合在禮堂大門前展示請願的紙條,以反映他們的住屋旁不要有電訊塔的意願。
主辦當局邀請怡保市長拿督羅西迪及市政廳秘書出席交流會,惟兩人因有事無法出席。
陳龍標:若不合標準馬上拆
P1WIMAX公司的代表陳龍標發言時說,這間公司將派代表出席參與由大馬通訊及多媒體機構即將安排進行的現場測驗電訊塔輻射行動,如果這間公司的電訊塔被證明不符合標準,有關電訊塔將馬上被拆除。
他指出,安裝一個電訊塔並不簡單,須經過市、州及中央政府政策下的每個關口,單單是市政府方面,就有多個技術管控關口。
依斯邁:安排人員輻射測驗
大馬通訊及多媒體委員會北區總監依斯邁在交流會上說,交流會將隨時安排工作人員到現場進行測驗,以鑑定電訊塔輻射暴露量在安全水平。
他說,如果居民擔心他們家附近電訊塔的輻射曝露量太高,交流會可隨時安排負責人員到現場進行測驗。
他表示不否認有關當局在處理電訊塔問題時出現缺點,如一個地方裝置多個電訊塔的問題,而交流會將設法減少這些問題重演。
他說,即使他再怎樣解釋,可能也無法讓居民感到滿意,因此他建議讓交流會安排人員到現場測驗電訊塔的輻射暴露量,而最好的測量時間是在最多人使用手機的時刻,即在中午時分。
萬沙菲依:持續監督工作
大馬核子機構非游離輻射、光線健康及安全組經理萬沙菲依表示,監督工作一直在不斷進行中,根據此組在巴占區展開的測驗行動中發現,此區所有電訊塔的輻射曝露量都低於安全標準限制的1%。

岑卓能:要求健康生活環境
巴占區州議員岑卓能表示,他之前聽過不同的專家對電訊塔危害的看法,卻跟大馬通訊與多媒體委員會等提供的有所不同,而他希望政府給人民科技發展的同時,也提供他們健康的生活環境。
林慧賢:居民擔心應受關注
怡保市議員林慧賢說,他一直接到居民投訴,要求電訊塔遠離住宅區,可是兩週前一家電訊公司要於上午在團結花園和下午在斯里古來花園安置電訊塔,雖然這兩項工程已暫時擱置,惟已引起居民的不安。

冼桃金:3000租金不為所動
巴占居民冼桃金說,曾有電訊公司的代表向他遊說以每月約3000令吉出租他的商店屋頂,以作為安裝電訊塔用途,但被他拒絕了。
他表示,如果他知道使用手機會影響健康,他可選擇不用手機,但如果屋子旁邊有電訊塔,居民在沒有其他選擇下,每天24小時暴露在電訊塔的輻射下。
陳瑞光:應根據世衛組織指南
居民陳瑞光說,根據世界衛生組織的指南,電訊塔不適宜安置在醫院、學校及兒童遊樂園等地方,可是本地卻有醫院建築物上面有電訊塔。
他表示,有些地方甚至出現一個建築物上出現三四個電訊塔,令人擔心。
梁國華:電訊塔應遠離住宅區
居民梁國華表示,居民不是反對興建電訊塔,只是為了健康問題著想,要求電訊塔興建在離開住宅較遠的地方。
他說,雖然當局要現場測驗電訊塔的輻射暴露量,以安民心,可是在過去很多案例顯示,由政府單位進行測量工作給予的答覆都是正面的,因此,他認為這項行動無法令他信服。

Tensions were high last week as residents opposed to a cellular telephone tower on Little Conkle Mountain spoke out at a public meeting last week.
The meeting, held on July 28, drew a full crowd in the basement of the library.
Paul Commandeur, one of the residents living near the tower location, said the electromagnetic emissions from the tower are unsafe.
“Although you can’t see or smell it’s emissions, they are there,” he said. “It appears that there could be some long-term effects.”
Commandeur said a better location for the tower would be on Conkle Mountain, farther from homes and schools.
He added that the cellular tower technology is still relatively new and as a result, more research is needed into the health and safety of the tower.
“We feel there’s sufficient controversy to call for a moratorium,” he said.
Walter McInnis, a Victoria-based electrical contractor who has studied cellular towers, questioned the Health Canada regulations which govern the towers.
“For the most part, Health Canada relies on the industry to conduct its research,” he said.
He added that the electromagnetic radiation from the towers will have effects on health.
“This energy is not powerful enough to rip apart our molecules, but it is powerful enough to affect our health,” he said. “We are blanketing the continent with a brand new form of radiation.”
He said cellular telephones, which are also small transmitters, have been linked to some health risks.
Brock Enderton, manager of real estate and government affairs for Telus, said the communications company is working to comply with the regulations.
“We are required to comply with the code. We take that very seriously,” he said. “We are here to comply with all government regulations.”
He explained that the site was chosen to provide the best service to the community.
“We believe this is a responsible location for a cell phone tower,” he said. If other sites were used, Enderton said portions of the community would not have service because of the topography.
Vicki Lightfoot, one of the opponents of the site, said Telus should build the site elsewhere.
“You don’t have our approval,” she said. “We don’t want that tower in the neighbourhood. We are the people using this technology and we don’t want it.”
McInnis said the health regulations are “totally meaningless” since they were set in place 60 years ago and do not adequately cover radiation from the tower.
“People are being exposed to levels of radiation which have been shown scientifically to harm them,” he said.

新竹市南香山地區民眾憂心基地台電磁輻射危害,13日累積上千人連署向市政府聯合陳情,表示當地設置15支大哥大基地台發射器,造成附近五里罹患癌症人數不斷增加,尤其近五年增加幅度極為明顯,且年齡層往下降,尤其多位罹患肝癌、肺癌、腸癌居民都是平時無跡象,突然發現為時已晚,很快就死亡,經衛生局證實南香山地區去年罹癌人數達53人,確實有密集偏高現象。據悉居民所指稱之基地台位於鹽水里與內湖裡交界,12年前第一家電信業者先設置,後來擴展到5家,發射器也增至15支,隨後幾年發生癌症急速增加現象,分析基地台涵蓋區域及設置時間都極為符合,民眾因此感到恐慌害怕,里長即表示天天都接到陳情電話,而且常常收到居民死亡訃聞,甚至一天收到3封白帖,收到會怕。

竹市5里罹癌暴增 槓基地台
新竹市南香山地區民眾近來發現,當地五個里的罹患癌症人數不斷增加,居民多懷疑與附近的十五根大哥大基地台有關,已有超過一千名民眾連署陳情。
衛局指有待確認
新竹市交通局統計,全台有五萬六千座基地台,平均四百一十人或每○.六平方公里一座,新竹市卻是平均兩百五十二人、每○.○七平方公里就有一座,密度高出許多。新竹市衛生局長姚克武說,南香山地區去年因癌症死亡有五十三人,確實有基地台設置集中密度高、癌症死亡者就比較多的現象。但醫學上是否存在必然關係,仍無法確認。

新竹市南香山地區民眾憂心基地台電磁輻射危害,13日累積上千人連署向市政府聯合陳情,表示當地設置15支大哥大基地台發射器,造成附近五里罹患癌症人數不斷增加,尤其近五年增加幅度極為明顯,且年齡層往下降,尤其多位罹患肝癌、肺癌、腸癌居民都是平時無跡象,突然發現為時已晚,很快就死亡,經衛生局證實南香山地區去年罹癌人數達53人,確實有密集偏高現象。據悉居民所指稱之基地台位於鹽水里與內湖裡交界,12年前第一家電信業者先設置,後來擴展到5家,發射器也增至15支,隨後幾年發生癌症急速增加現象,分析基地台涵蓋區域及設置時間都極為符合,民眾因此感到恐慌害怕,里長即表示天天都接到陳情電話,而且常常收到居民死亡訃聞,甚至一天收到3封白帖,收到會怕。

衛局指有待確認
新竹市交通局統計,全台有五萬六千座基地台,平均四百一十人或每○.六平方公里一座,新竹市卻是平均兩百五十二人、每○.○七平方公里就有一座,密度高出許多。新竹市衛生局長姚克武說,南香山地區去年因癌症死亡有五十三人,確實有基地台設置集中密度高、癌症死亡者就比較多的現象。但醫學上是否存在必然關係,仍無法確認。

手機基地台之資訊公開是洪水猛獸還是風險溝通機制?
手機基地台資料庫是否應公開?
日前(台湾)NCC表示將建立「電台地理資訊系統」,將公眾使用的電信基地台、廣播及電視訊號發射站全部上網供民眾查詢,最快五月底完成網站建置。該訊息一發出後,即引來電信業者的反彈,甚至亦引來立委諸公的關切,當中建議為避免引起民眾恐慌,建議暫緩實施。對於立委的質疑,NCC主委卻表示「電磁波對人體無害,建置頻率資料庫並不是公布基地台位置」。然而,電磁波是否真的對人體無害?手機基地台資料庫之公開真否如洪水猛獸?這些問題的爭論並非獨獨只發生在台灣,在歐美國家或是日本向來即是被長期討論的公共議題,甚至涉及國家保護人民義務的憲法層次問題。但經筆者從歐洲國家處理此問題的經驗與作法上發現,在台灣不僅電信業者未能盡到企業社會責任,甚至NCC向來的處理態度也是稍嫌保守並與國際潮流脫節的。
電磁輻射對於人體健康是否無害?
電磁輻射對於人體健康的影響,大致上可區分為「熱效應」(thermal effects)與「非熱效應」(thermal effects)兩類。前者簡單而言,即如一般家用微波爐的作用,就是將物體加溫的效果。為了避免人體受到過多劑量的電磁輻射而產生「熱效應」的危害,我國環保署即採用「國際非游離輻射防護委員會」(ICNIRP)於1998年即提出建議值,我國目前非游離輻射的環境基本上皆在此一建議值範圍內。但是另一方面,歐美國家的相關研究也普遍承認目前在「非熱效應」的研究是不足夠的,所以在人體危害性上尚無法明確證實,但是必須抱持審慎態度而不能輕忽。
歐美國家在「非熱效應」方面無法明確證實人體危害時,之所以仍抱持審慎的態度,乃是因為儘管在熱效應部分,現行 ICNIRP 所訂定之規範足以避免發生熱效應傷害,但關於非熱效應部分,國際癌症研究所(IARC) 與ICNIRP即曾於2001年發表過「曝露在0.3~0.4μT 以上,會增加2倍小兒白血病的機率」的報告,類似的內容也曾被WHO於同年正式發布過,且呼籲各國應該採取預防對策。但是令人遺憾的是,類似的訊息台灣人民往往並需從國外文獻得知,而不是從我國非游離電磁輻射主管機關的NCC所獲知,相反地,其竟然僅簡略地聲稱「電磁波對人體無害」,而讓人民產生一種公部門不採取預防措施係屬正確的誤解。
僅以德國政府與NCC的立場作一比較,德國聯邦輻射防制署(BFS)首先承認在有關「人體非熱效應」方面的研究是有限的,但另一方面鑑於受其影響之人難以估計,因此在使用安全上不僅不敢打包票,相反地公開建議應減少暴露頻率(減少使用手機次數與時間)、資訊公開與充分溝通以及更積極投入研究。
鑑於科技伴隨著越來越多人類短期無法掌握的環境與健康風險,聯合國於1992年里約宣言中即揭櫫「預警原則」(precautionary principle),「為保護環境,各國應依據其能力廣泛使用預防性作法。當存在不可回復之損害之威脅時,缺乏充分科學證據之事實,不得作為延緩採取符合成本效益以防止環境惡化之措施之理由」。而從預警原則以及社會衡平思想可進一步導出之引進者責任,亦即將技術導入市場而獲利之人,亦必須對於其技術所伴隨之風險積極證明其無害或減輕風險。例如德國2002年起即由該國之環境部(BMU)與電磁輻射防制署(BFS)將1千7百萬歐元之預算投入一項為六年的手機電磁輻射研究計畫(DMF),而當中一半的經費則是來自於電信業者提供,但為確保研究的中立性,電信業者必須被完全隔絕於研究計畫的進行與考核。
從以上的介紹,不難發現我國主管機關態度之消極,以及漠視人民在科技風險下之處境,甚至在立場上與先進國家之公部門背道而馳。至於電信事業,則彷彿利用主管機關的消極態度,得了便宜還賣乖。
電磁輻射資料庫之建立與充分公開-以英、德兩國為例
電磁輻射資料庫之建立與公開,早為我國環境基本法第15條與第23條所要求,另通訊傳播基本法第9條尚規定,「通訊傳播事業」對於消費之必要資訊應予公開並提供公平合理之服務,以保障消費者權益。當然電信業者或許會質疑所謂的「消費之必要資訊」並非就是「電磁輻射資料庫之建立與公開」,然而若進一步從外國的實例來看,答案應該是肯定的。
就筆者的研究,目前在歐洲至少即已有德、法、英、瑞士、奧地利等國都有設置透過網路即可查詢基地台資料庫。在德國的聯邦層級當中,電信傳播與郵政主管機關稱為「聯邦網絡局」(Bundesnetzagentur)。該署的前身機關有一份發表於2004年11月(到目前為止最新)標題稱為“regtp facts”的官方報告當中,除論及到該署關於電磁輻射是否具人體危害性的立場之外,相當鉅細靡遺地對於手機基地台資料庫的建構、公開與民眾使用情形進行介紹。該份資料可透過以下網址(http://www.bundesnetzagentur.de/media/archive/1030.pdf)下載查閱。依據德國官方的統計,該資料庫上網公開後的九個月之間即有高達三百萬人次的查詢記錄,顯見人民斷於生活周遭的環境有高度關切與瞭解的需求。此外,德國於2001年業者組成類似的組織”IZMF”,充分配合”EMF-Datenbank”的建構。英國於2000年電信業者即以自願性的機制共同組成一個稱為”Ofcom”的組織,建立一套手機基地台的資料庫(sitefinder),並可供任何人上網查詢基地台的設置地點與相關的電磁波資訊。
除了如德國透過公部門建構基地台資料庫之外,外國的電信業者將相關資料庫之資訊公開視為對於消費者的完整服務,且透過資訊透明機制,以嘗試消除消費者的不安疑慮。相對於此,我國業者相關自願機制不但落後多年而無法產生,且竟在主管機關本於國家保護義務,以及保障人民知的權利,擬建立電磁輻射資料庫並供人民查詢時出面阻擾,心態不無可議之處。
業者經常指稱資訊公開將助長民眾不理性抗爭,然而民眾抗爭在歐洲更是稀疏平常,其手段之激烈,台灣的民眾抗爭僅是小巫見大巫。然而對此而言,歐洲公部門的看法是溝通不夠,資訊不夠透明而導致疑慮;偏偏在我國卻經常被理解為應該緊縮資訊釋放,以避免衝突。難不成意味著我國資訊人權有自己標準,而不須與國際同步!?
預警、風險揭露與溝通、積極研究之投入
上個世紀之前,X光放射線、DDT、石綿等物質的利用,也曾經被視為科技的大進步,甚至今日禁用的DDT亦曾獲得諾貝爾獎的桂冠,但其重大危害性卻是經過20年以上才被證實,因此公部門應抱持審慎與勿重蹈科技悲劇的態度面對電磁輻射所伴隨的健康風險問題。筆者在此希望業者與相關部門不要因為吃定台灣人民普遍過度依賴手機使用,即省去了在資訊公開、溝通及積極研究的工作。當然,更期待業者能善盡其企業社會責任,配合資訊公開,並應即刻停止繼續以幼童或青少年作為廣告訴求對象。

MORE than 300 people living in Kimberly Street in George Town are urging the authorities to dismantle two illegal telecommunication structures that were erected on top of two buildings there.
Their representative Khoo Chin Hock, 78, said they were worried about the potential health hazard caused by radio waves emitted from the towers.
“There were at least seven cases of cancer in the area and we suspect that it has something to do with the structures.
“We have complained to the Penang Municipal Council but to no avail,” he said during a peaceful demonstration on Friday by residents holding banners voicing their objection to the towers.
Council building department representative Yew Tung Seang who was present said one of the structures was approved in 2003 and the other a year later.
“There is a requirement since 2004 that parties which put up these structures must renew their annual permits. This has not been done.
“As such, the two structures are considered illegal under Section 70 of the Street, Drainage And Building Act 1974,” he said.
Yew said the council had served a notice to the telecommunication companies this week to remove the structures within a month.
“If they failed to do so, we will serve them a final notice for the structures to be removed within 24 hours. If they still refused to comply, the council will dismantle the towers,” he said.
State Local Government and Traffic Management Committee chairman Chow Kon Yeow said the council encouraged telecommunication companies to share towers.
But, he said the “visual impact” would cause emotional discomfort for nearby residents.
Chow said even though the World Health Organisation had said that radio frequency waves had no direct impact on health, many people were still not convinced.

CELL PHONE TOWERS AND MOBILE PHONES: TOMORROW MAY BE TOO LATE

July 15, 2009According to Dr. Paul Dupont , in spite of the delaying tactics of the phone companies and the unconcerned Ministry of Health, it is becoming quite clear that mobile phones have damaging health effects, as it was scientifically proven recently, that there is a connection between certain types of tumor and the intensive use of a cell phone. Most of the evidence are cases of a tumor developing on the acoustic nerve, called acoustic neurinoma, as well as malignant brain tumors, and according to this study the risk of this happening is two or more times greater on the side where the phone is held.
A tumor usually takes 15 to 20 years to develop, however the appearance of tumors after 4-5 years in intensive cell phone users, is a definite sign of a health catastrophe in ten years! The worst part, is that children and teenagers using cell phones are the most in danger, as it is precisely at this age, that the brain is most exposed, and two thirds of a child brain are affected by radiations, while in adults, it reaches one third of the brain, which is still way too much!
It is very important to know, that, as the reception becomes more difficult, the radiation increases in intensity, and when you are in a car or a train, or in a zone of weaker coverage and the cell phone has been searching for new signals, the intensity of radiation is quite higher.
As we are surrounded daily, by more and more computer monitors, TV screens, cordless phones and wi-fi systems, all this non- ionizing radiation
is quite capable of upsetting the functions of our cells, especially DNA, as well as the functioning of our glands, such as the pineal , which is the source of the resistance to cancer and of the sleep hormone.
As per, Sandrine Wittman, a researcher in molecular biology at the Léon Bérard Cancer Research Centre in the city of Lyon, France, the installation of a cell phone tower near the school her children attend, in Chassieu, would be in her own words, " a real catastrophe for public health".
In the course of her work, in the past ten years, it has been noticed , a significant increase in the number of salivary glands cancers, as these glands are not protected by the skull, when a mobile phone is used. More and more of these cancers are showing up in progressively younger women.
Children with leukemia, are being treated, at the Centre, and these children, used to go to a school in the city of Lyon, where the cell phone towers have now, been taken away. She also pointed out, that long-term exposure to the microwaves from mobile phones can , indeed, split up the DNA in cells, and consequently , trigger cancer.
It is now, known, that phone antennas, facilitate the accumulation of toxic molecules in the brain, which can lead to brain tumors and the premature onset of Alzheimer´s disease. In Fourvière Hill, which is an area in France, which has one of the most contamination from cell phone towers, symptoms of increasing headaches, memory loss, sleeping problems, have been observed, including even more alarming pathologies, such as cancer, and cases of leukemia. So, in view of all that, the principle of precaution should be observed.
And as so well stated by Dr. Paul Dupont :
" We could weep over this tragedy that awaits us, which everyone sees coming and which nobody is doing anything about. But wait - there are millions of mobile phones in use nowadays, and one day, for lack of the will to face up to this problem, we will inevitably be faced with a terrible choice: your mobile or your life! At that point we will have to give up the magic tool, resign ourselves to taking steps backwards, draw a line through all that it has brought us- will we dare? It is at that moment that we will see if humanity still has a will to live or not".

7人患癌5人已逝世 汕头街300居民反对设电讯塔

(槟城3日讯)汕头街一带约300名居民反对区内两个电讯塔设立,向州政府和市政局申诉电讯塔竖立后,居民面对健康问题,至少7居民患癌,其中5人已去世!
该区居民于周五,与槟州地方政府委员会主席及槟州卫生委员会主席彭文宝会面,向州政府传达居民意愿,促请槟州政府行使权力,指示地方政府立即拆除在汕头街门牌19号及33号屋顶上的电讯塔。
居民代表邱进福表示,该区两个电讯塔竖立后居民面对诸多健康问题,苦不堪言。至少7名靠近电讯塔的居民都患上脑癌等病症,其中5人已去世。他提及,附近居民经常投诉感到头晕,生活在健康受威胁的环境中。
他表示,该区居民在多年前已针对区内的电讯塔提出反对,却没有下文;居民也曾向槟岛市政局投诉,要求拆除电讯塔,同样不见积极行动,反之电讯公司变本加厉,近期原拟定安装更多电讯塔,所幸被居民及时阻止。
他说,很多独立的科学机构及医学界已提出电讯塔危害健康报告,法国更有多宗的电讯公司被法庭谕令拆除危害人群电讯塔的案例。他说,居民不能接受非法电讯塔继续竖立在靠近人群的地区。因此,他希望槟州地方政府立即行动,行使新政府提倡有效率、负责任及透明度的政策。
曹观友:将指示跟进投诉 拟定指南改善情况
槟州地方政府委员会主席曹观友表示,民众对于电讯网络有要求,希望增强网络信息,不过与此同时,设立太多的电讯塔也将对民众造成困扰,因此州政府要在这其中寻找平衡点。
“如果有人建议将电讯塔摆放在山上,我们表示欢迎,问题是这些电讯塔将无法为民众提供清晰的服务;如今民众向州政府投诉,我将指示市政局跟进投诉。”
他提及,州政府目前也在拟定一个相关指南,以改善情况。相关业者可能误解,认为只要安装电讯塔,较后可继续增加电讯塔数量。他们需要在1年期限完毕后,再向市政局提出申请。
彭文宝:将跟进处理
另外,据彭文宝行政议员指出,针对居民申诉电讯塔竖立后居民面对健康问题,至少7名周围居民患癌一事,他将与卫生局深入探讨。他提及,虽然世界卫生组织和卫生部表示电讯塔发出的讯号对人的安全没有影响,不过他将跟进处理。
市政局只批1年执照期限 年杪前拆电讯塔
槟岛市政局房屋部官员尤端祥透露,该电讯塔于2003年取得市政局批准,不过市政局只批准1年的执照。因此,槟岛市政局将向该单位发出通告,要求尽快拆除逾期而没有继续申请执照的电讯塔。
“市政局根据道路、沟渠及建筑法令向屋主发出通告,第1次通告已发出,要求7天内拆除,第2张通告限期30天,第3张通告则是限定24小时拆除。3次通告后,如果他们不拆,就由市政局拆除。”他预计,该电讯塔将在年杪前拆除。
他也补充,在槟岛申遗成功前,市政局经已规定在市区内设置电讯塔限期为1年,较后需每年更新。询及居民表示拆除日期订于年杪之前,仍需等待一段长时间?他说,市政局需要根据条令办事,在发出3次通告后,才能拆除电讯塔。

王康立:电讯公司上诉 苏格兰路电讯塔尚未拆

(槟城17日讯)槟岛市政局已发信指示拆除苏格兰路槟州男童军总部范围内一面巨型广告牌上的非法电讯转驳台。
坐落靠近商务国民型华小的上述电讯转驳台(俗称电讯塔)架设在广告牌上,惟在居民及学生家长投诉反对下,更在今年年初遭市政局发信指示拆除,惟有关方面已向市政局上诉,以致拆除行动尚未进行。
植物园区州议员王康立律师即在周三出席商务小学一项移交2台电脑及多功能打印机仪式后,在记者会上受询时指出。
他表示,现任市议会主席陈清水在今年年初时即向他表明已指示市政局发信拆除该非法电讯转驳台,可是有关方面却提出上诉。
电讯塔应远离人群
王康立表示,他仍坚持其原初的立场即是电讯塔或电讯转驳台不该座落在住宅区及学校等地,反之远离人群,至少保持约200公尺的距离;尤其是在靠近学校范围内,对学生的健康及安全也感到担心。
他表示,为了学生的安全及健康,市政局应展开积极行动,而不是继续等待。

无论如何,他说,并未获得书面的证实此事,所以他将会追查此事,以向人民交代。白云山周边地区的居民,包括联芳园居协、白云花园公寓及绿茵苑公寓居民及白云山小贩及菜市场的小贩在日前将200多名居民的签名反对备忘录提交给区内国州议员,要求电讯塔远离该区。

(檳城13日訊)白雲山地區居民反對在住家附近建電訊塔,308前已曾向前朝州政府發出要求拆塔的不滿聲音,308后民聯州政府執政迄今,問題依然沒解決,加入反對電訊塔的居民越來越多,目前已有逾千人。
有關電訊塔建在白雲山巴剎及白銀花園公寓旁邊,即綠茵苑公寓對面。
最先反對電訊塔的是白雲山聯芳園居協,他們是在去年308大選前,即電訊塔安裝初期就提出抗議,當時該區州議員柯為雄及拿督丁福南醫生也曾前來瞭解情形,不過,問題始終沒解決。
隨后加入反對的組織有白雲山萬山同業,最后加入的是白銀花園及綠茵苑公寓,前者有36個單位,后者則有125個單位,他們皆已簽下反對電訊塔備忘錄。

至于聯芳園居民有約120間住戶,萬山內營業的販商也有109名。
這些組織代表週五晚在綠茵苑公寓,把250人的簽名備忘錄交給植物園區州議員王康立,由于他人在吉隆坡,由其特別助理王建文律師代表接領。
綠茵苑公寓聯合管理委員會主席林福春說,該公寓于去年4月才取得住用證,買屋時大家不知電訊塔就建在距離公寓不到120米處,入住后發現電訊塔時,感到十分不滿及不安。
他說,居民相信住得越近電訊塔,就會對人體有害。
“我們簽名反對電訊塔,希望政府拆除電訊塔,中止與電訊公司的電訊塔合約。”
他說,此次對話會也有邀請該區國會議員劉鎮東,但由于他在依恩奧酒店出席會議,未克出席;王康立也有事耽擱未能出席,不過有派出代表。
檳城電磁輻射公害防護聯盟的代表李斯傑也有出席,以示支持。
呈交備忘錄給王康立的白雲山居民不只反對電訊塔,也反對州政府把無線上網的發射器安裝在他們住家附近。
林福春說,州政府有意把檳城打造成無線上網的州屬,出發點雖好,不過首長林冠英曾說會在全檳750個地方安裝發射器;他們認為無線上網發射器對人體有害,所以反對把發射器安裝在住家附近。
該公寓居協秘書劉錦城說,州政府不應在住宅附近裝安裝發射器,應在指定地區安裝,比如工業及商業區。

我住在聯芳園有30多年;一年前,即去年308大選前,居民發現電訊塔竟建在住家旁邊,結果當時有邀請該區議員前來瞭解,最后卻不了了之。

Hundreds gathered on the grounds of Mount St. Mary’s in Charlottetown Wednesday to protest a nearby cell tower and hear of proven cancer risk from long-term exposure to radio frequency energy.
With a quarter-page advertisement in The Guardian to announce the rally, the ad-hoc group of opponents to the proposed Rogers cellphone tower off Mount Edward Road drew about 200 people.
Nuns from Mount St. Mary’s sat on chairs arranged on the driveway at the front entrance while residents stood on the margin to hear the speakers.
Sister Rosalie Kane, superior of the Sisters of St. Martha, opened with words of welcome.
“We are aware of how serious this issue is and we want to be in solidarity with you,” she said.
Juanita Lechowick spoke on the long history of health care given to Islanders by the sisters of the Mount.
“A lot of the things you can think about in our health-care system was (started) by the Sisters of St. Martha,” said Lechowick.
In the 89 years at the Mount Edward Road site, the sisters brought to the Island standards of practice in social services, blood donor clinics, epidemic management, extended health-care centres across the Island and music education, said Lechowick.
“Here we are in 2009 and we feel that their health will be threatened if a cell tower is built within 265 metres of their property,” said Lechowick. “We don’t believe that it is fair to expose the Sisters of St. Martha and all of the other neighbours to the low-level radiation that they will be exposed to if this tower is built.
“In one 10-year study done by five medical doctors in Germany and completed in 2004, it indicates that living this close to a tower for five years increases the risk for developing cancer by 300 per cent.”
Europe is currently adopting stringent guidelines that demand radio frequency energy be up to 10,000 times lower than Canadian standards for cellphone towers, the meeting was told.
Even if there are contrasting and conflicting studies on the health issue, the legal concept of the precautionary principle imposes an obligation to prevent harm, said Lechowick and other speakers.
Charlottetown city Councillor David MacDonald spoke in support of the protest. He said that the Charlottetown protest is gaining attention across Canada and the world. A film documentary crew is making arrangements to come meet the Rogers cell tower protest group, said MacDonald.
“It makes a difference when we all stand and fight together and we are prepared to do that,” said MacDonald.
He said that Rogers was offered other locations around the city. He said Industry Canada does not have the authority to allow a tower to be built wherever the cell company wants.
“We don’t allow towers in residential areas,” said MacDonald.
Rogers rejected other locations, saying the proposed area, already prepared last week for the tower, was the best location.
“I’m not sure it is the best site but it is the site they have access to, which makes it a good site, for them,” said MacDonald.
He said a process is underway to establish what is the current base level of radio frequency energy in the area to compare to any change that might come if the tower is installed.
Hugh Mullally presented MLA Robert Mitchell with a petition of over 1,000 names opposing the tower, saying that copies will be sent to federal MPs and government departments. Mitchell urged people to send off emails of protest to Industry Canada and Health Canada.
The group invited Rogers Wireless to the rally but no one attended nor was any written communication sent, said the organizers.

塔可危害居民健康后,通过讲座会教育民众。居民在讲座会上积极发问,居民也认同择日召开记者会以向区内人民代议士(植物园区州议员王康立律师及升旗山国会议员刘镇东硕士)求助,要求移除电讯塔。在白云山的电讯塔在去年全国大选前成为议题,当时的反对党(现民联政府)成员也到场支援居民的反对电讯塔,到场者包括民主行动党党要郭素泌国会议员及刘镇东国会议员等。

All over the city, cell phone towers and antennas are erected on the roofs of buildings in residential neighborhoods, yet community members typically have no say in the matter and oftentimes don’t even find out that the antennas are coming until they’re up. At that point, it’s usually too late to object, as building owners typically enter into multi-decade contracts allowing wireless companies to place the antennas on their roofs.
Councilman Peter Vallone Jr. (D-Astoria) is trying to put an end to that. Last week, Vallone introduced legislation in the City Council that would require cell phone carriers to inform community members and local elected officials before installing towers or antennas. The bill would also prohibit wireless companies from installing the devices in residential areas unless they had made every possible effort to install them elsewhere.
Vallone said he thinks the manner in which cell antennas are installed in many residential areas is objectionable.
“They’re put up in the middle of the night,” he said, “and they tell [area residents] they’re putting up solar panels or they’re fixing the electricity. They lie to the community.”
So what’s the problem with cell phone antennas? To begin with, many consider them unsightly.
As Astoria resident Evie Hantzopoulos put it, “They are ugly for sure. They certainly don’t contribute to the aesthetics of a building.”
Then there’s the question of health risks. Different studies have come to different conclusions about the risks of living near antennas. Most agree that the level of radiation the antennas produce is minimal — about as much as a microwave oven gives off.
“That may or may not be true,” Vallone said, “but nobody stands in front of a microwave for 24 hours a day, which is basically what you’re doing if a tower is located in front of your bedroom window.”
Vallone and some concerned residents say they’re worried that long-term, low-level exposure could present health risks.
“We want to move prudently until the health effects are known,” Vallone said.
According to the American Cancer Society’s website, cell phone antennas are not likely to cause cancer. But the website also notes that agencies such as the International Agency for Research on Cancer, the National Toxicology Program and the U.S. Environmental Protection Agency – which typically provide findings about carcinogenicity — have not issued findings on wireless towers.
Whatever the risks of living in close proximity to cell antennas, the current discussion isn’t centered around health risks — because it’s not allowed to be.
The Federal Telecommunications Act of 1996 prohibits cities from passing laws regarding cell phone towers based on health concerns. City governments are, however, allowed to legislate antennas for aesthetic reasons or based on concerns about building safety.
Getting the legislation introduced was a three-year process, and Vallone expects to be up against tough opposition as the bill is debated.
“Building owners are opposed to this because they make shovelfulls of money from the phone companies,” Vallone said.
Then there are the phone companies themselves.
“Families are becoming increasingly dependent on wireless communications,” Jane Builder, T-Mobile’s northeast senior manager of external affairs, said in a statement. “More than 20 percent of homes in the U.S. now rely solely on a wireless phone and no longer keep a traditional wireline phone. For this reason and others, T-Mobile is concerned that proposed amendments to the city’s administrative code might unduly slow the development of much-needed improvements to wireless coverage and reliability.”
A spokeswoman for CTIA, an international association for the wireless telecommunications industry, said in a statement that wireless carriers are working hard to keep up with the growing demand for cell phone technology and that CTIA is “wary of any additional hurdles that may needlessly delay carriers’ ability to serve wireless consumers.”
Vallone said he’s not trying to curtail efforts to provide better cell phone coverage; he just wants more care to be taken with regard to the placement of towers.
“We need to know that these decisions are not being based on where [wireless companies] can get the cheapest rent, but where they will be safest to the public,” Vallone said.
The Housing and Buildings Committee in the City Council will hold a hearing about the proposed legislation sometime in the next few months, after which a series of additional hearings will take place.

PRAIRIE VILLAGE, Kan. -- The Prairie Village City Council voted 8 to 4 late Monday night to support a planning commission recommendation and reject T-Mobile's latest proposal to build a cell phone tower there.
Dozens of residents flocked to a rally Monday to protest the proposal.
Some of the 50 or so residents who filled the city council chambers at a meeting Monday have been fighting the issue for more than a year.
"Everyone needs better cell service," resident Charlotte White said. "But I chose Prairie Village for its community and its beauty, and I don't want it to turn ugly because of cell phone towers everywhere."
T-Mobile had proposed building a tower on the property of Faith Lutheran Church at West 67th Street and Roe Avenue. The proposal calls for an 85-foot tower with room to expand it up to 145 feet.
That's the latest of three proposals from the wireless giant, all of which have been rejected by the city's planning commission.
"It's almost like they're beating us down," resident Patricia Archer said. "It feels like bullying."
The last time T-Mobile proposed a tower in a residential area, the council voted against overriding the planning commission's suggestion, and T-Mobile, in turn, filed suit against the city.
Residents urged the council to stand firm.
"Start a legal defense fund," resident Casey Housley said. "I'll contribute a thousand dollars tonight. Don't vote because of fear of a lawsuit."

2 more cell towers removed

HYDERABAD: Two more cellphone towers were removed at Fatehnagar on Thursday by civic officials following complaints of radiation from locals.
On Wednesday, two cellphone towers were removed by the officials of the town planning wing of the Greater Hyderabad Municipal Corporation (GHMC) on a complaint by Sardar Patel House Owners Society of Fatehnagar. They alleged that a woman died of cancer due to electromagnetic radiation emitted by the cellphone towers.
Also, several cellphone towers do not have structural stability. With weak structures, there were incidents of either buildings developing cracks or collapsing due to weight of the towers.
The GHMC had served notices on all operators a few months ago on the AP High Court's directions to regulate rooftop cellphone towers. There are nearly 2,800 cell towers in the GHMC area. Of them, 1,154 cellphone towers were erected on building rooftops, with 50 being ground-based, remaining 1,791 were rooftop poles.
Telecom giant Airtel has the highest number of cellphone towers with 432 towers, Bharat Sanchar Nigam Limited (BSNL) 241, Tata 218, Vodafone 120 towers, Idea 30 and Reliance 55.
GHMC officials said rooftop cellphone towers were of concern as they carry weight and structural stability was required for them.
After a building developed cracks in Kapra and High Court directions, the GHMC stopped giving permissions to erect cellphone towers in the city.
"New permissions for cellphone towers were stopped in February 2008. Towers which were erected in the last 10 years are being checked," GHMC chief city planner B Purushottam Reddy told TOI.
The GHMC gave telecom operators time till January 31, 2009, to give structural stability certificate and drawings, building owners' agreement copy, no objection certificate from neighbours and surrounding areas and other documents.
For checking structural stability, seven agencies__Jawaharlal Nehru Technological University (JNTU), Osmania University Engineering College, Vasavi Engineering College, Chaitanya Bharati Institute of Technology (CBIT), Matrusri College of Engineering, M J College of Engineering and Civil Aid__were enlisted by the corporation.
For checking the cell towers, the operators were asked to pay Rs 25,000 for each tower. According to GHMC officials, Airtel has not paid the required Rs 25,000 per each tower and BSNL paid only part amount and rest have paid the required amount.
"Every agency was entrusted 60 towers initially. The process of checking structural stability is on," GHMC superintending engineer Mohd Abdul Rahman told TOI.

HUNTINGTON BEACH City leaders unanimously voted Monday night to move a cell phone tower that was slated to be built next to Harbour View School and sparked public outcry.
The City Council also said it would reimburse T-Mobile up to $50,000 for construction already done for the tower and directed city staff to renegotiate with the cell phone company for a new tower location.
"I think it is going to be a partnership between T-Mobile and the city to address the community's concerns," said Councilman Don Hansen. "We both need to go back to the drawing board now."
The council also asked staff to change city rules to require notification of local residents when future cell phone sites are planned to be built within 500 feet of a school. The changed rules will need to come back to the City Council for an official vote.
This decision was met with applause from the 200 parents and residents who attended the meeting and had expressed concerned that the cell phone tower could cause cancer. About 20 public speakers addressed the council thanking them for their decision and asking for more notification about changes in their neighborhood.
"I am thrilled that all of you voted as you did to help take care of the situation for our children," said resident Tay Norton. "I pray that what you learn from this is anything proposed on a school site or a playground that you stop and make a public hearing. The seven of you might not have information that hundreds of us have."
T-Mobile will stop construction of the cell phone tower until an agreement is reached with the city, the cell phone company said in a statement to The Orange County Register on Monday.
Mayor Keith Bohr had called an emergency City Council meeting to reconsider the T-Mobile contract after about 150 parents and neighbors attended a town hall at Harbour View on Thursday night. Residents had asked why they were not notified of the construction and one fourth grader had started a petition signed by other students asking that the tower be removed.
The cell phone tower was approved by the council Jan. 20 and was expected to bring the city $2,500 a month for up to 20 years. The city and T-Mobile were not legally required to notify the residents of the construction, city spokeswoman Laurie Payne said.
T-Mobile said that the cell phone tower is regulated by the Federal Communications Commission, "which sets conservative, science-based radio frequency emission guidelines to protect the health of citizens."
There are four cell phone towers at Huntington Beach High School, Payne said. Ocean View School District's board policy has been to not allow cell phone towers on their school sites, Superintendent Alan Rasmussen said.
Rasmussen and Ocean View board President Norm Westwell said they were not notified about the tower construction.

电讯塔反对有理

反對電訊塔的聲浪,這幾年來都鬧得沸沸騰騰,然而,這些聲浪似乎無補于事,電訊塔還是一座接一座設立起來。
當在電訊塔是否有幅射還在爭議的階段時,檳州政府要使檳州成為全檳免費無線上網,也召來一些組織的反對,認為全檳籠罩在無線上網的氣氛下,傷害人體健康。
原本,全檳免費無限上網對我而言,是一項好消息,因為我在外面採訪時傳新聞回公司很方便,並沒有將反對無限上網的聲浪當作一回事。
那天,地球時刻的來臨,檳州政府響應非政府組織的號召,在政府大廈熄燈,同時安排記者晚上登高光大64樓,拍攝全檳開燈與熄燈的夜景。
我就被派到上去那兒拍照,一上到上面,映入眼廉的盡是電訊塔,第一次這麼靠近電訊塔,還在它的旁邊拍照。
在那兒待了一小時,就下樓回去了,一到光大樓下,就覺得有點暈,以為是因為剛才站在高空懼高才會有此症症狀,就不以為意,但回到家還沒休息時,就感覺沒來由的頭痛,于是提早休息。
隔天睡醒頭就更痛,后來詢問一起上去拍照的同業,原來大家都頭痛,還延續了兩天。
在此,讓我了解了為何那批非政府組織極力反對電訊塔和全檳無線上網,這並不是沒有根據,只是平時我們沒有近距離接觸電訊塔,所以沒有感受到,但若電訊塔就在你家附近,每天近10多個小時的接觸,試想多年之后又會怎樣呢?
也許,州政府高官可以在空檔時上他們辦公室頂端光大天台吹吹風,每天上去一個小時,親身體驗,就可以了解為何反對的人這麼激烈。

手機基地台之資訊公開是洪水猛獸還是風險溝通機制?

手機基地台資料庫是否應公開?
日前NCC表示將建立「電台地理資訊系統」,將公眾使用的電信基地台、廣播及電視訊號發射站全部上網供民眾查詢,最快五月底完成網站建置。該訊息一發出後,即引來電信業者的反彈,甚至亦引來立委諸公的關切,當中建議為避免引起民眾恐慌,建議暫緩實施。對於立委的質疑,NCC主委卻表示「電磁波對人體無害,建置頻率資料庫並不是公布基地台位置」。然而,電磁波是否真的對人體無害?手機基地台資料庫之公開真否如洪水猛獸?這些問題的爭論並非獨獨只發生在台灣,在歐美國家或是日本向來即是被長期討論的公共議題,甚至涉及國家保護人民義務的憲法層次問題。但經筆者從歐洲國家處理此問題的經驗與作法上發現,在台灣不僅電信業者未能盡到企業社會責任,甚至NCC向來的處理態度也是稍嫌保守並與國際潮流脫節的。
電磁輻射對於人體健康是否無害?
電磁輻射對於人體健康的影響,大致上可區分為「熱效應」(thermal effects)與「非熱效應」(thermal effects)兩類。前者簡單而言,即如一般家用微波爐的作用,就是將物體加溫的效果。為了避免人體受到過多劑量的電磁輻射而產生「熱效應」的危害,我國環保署即採用「國際非游離輻射防護委員會」(ICNIRP)於1998年即提出建議值,我國目前非游離輻射的環境基本上皆在此一建議值範圍內。但是另一方面,歐美國家的相關研究也普遍承認目前在「非熱效應」的研究是不足夠的,所以在人體危害性上尚無法明確證實,但是必須抱持審慎態度而不能輕忽。
歐美國家在「非熱效應」方面無法明確證實人體危害時,之所以仍抱持審慎的態度,乃是因為儘管在熱效應部分,現行 ICNIRP 所訂定之規範足以避免發生熱效應傷害,但關於非熱效應部分,國際癌症研究所(IARC) 與ICNIRP即曾於2001年發表過「曝露在0.3~0.4μT 以上,會增加2倍小兒白血病的機率」的報告,類似的內容也曾被WHO於同年正式發布過,且呼籲各國應該採取預防對策。但是令人遺憾的是,類似的訊息台灣人民往往並需從國外文獻得知,而不是從我國非游離電磁輻射主管機關的NCC所獲知,相反地,其竟然僅簡略地聲稱「電磁波對人體無害」,而讓人民產生一種公部門不採取預防措施係屬正確的誤解。
僅以德國政府與NCC的立場作一比較,德國聯邦輻射防制署(BFS)首先承認在有關「人體非熱效應」方面的研究是有限的,但另一方面鑑於受其影響之人難以估計,因此在使用安全上不僅不敢打包票,相反地公開建議應減少暴露頻率(減少使用手機次數與時間)、資訊公開與充分溝通以及更積極投入研究。
鑑於科技伴隨著越來越多人類短期無法掌握的環境與健康風險,聯合國於1992年里約宣言中即揭櫫「預警原則」(precautionary principle),「為保護環境,各國應依據其能力廣泛使用預防性作法。當存在不可回復之損害之威脅時,缺乏充分科學證據之事實,不得作為延緩採取符合成本效益以防止環境惡化之措施之理由」。而從預警原則以及社會衡平思想可進一步導出之引進者責任,亦即將技術導入市場而獲利之人,亦必須對於其技術所伴隨之風險積極證明其無害或減輕風險。例如德國2002年起即由該國之環境部(BMU)與電磁輻射防制署(BFS)將1千7百萬歐元之預算投入一項為六年的手機電磁輻射研究計畫(DMF),而當中一半的經費則是來自於電信業者提供,但為確保研究的中立性,電信業者必須被完全隔絕於研究計畫的進行與考核。
從以上的介紹,不難發現我國主管機關態度之消極,以及漠視人民在科技風險下之處境,甚至在立場上與先進國家之公部門背道而馳。至於電信事業,則彷彿利用主管機關的消極態度,得了便宜還賣乖。
電磁輻射資料庫之建立與充分公開-以英、德兩國為例
電磁輻射資料庫之建立與公開,早為我國環境基本法第15條與第23條所要求,另通訊傳播基本法第9條尚規定,「通訊傳播事業」對於消費之必要資訊應予公開並提供公平合理之服務,以保障消費者權益。當然電信業者或許會質疑所謂的「消費之必要資訊」並非就是「電磁輻射資料庫之建立與公開」,然而若進一步從外國的實例來看,答案應該是肯定的。
就筆者的研究,目前在歐洲至少即已有德、法、英、瑞士、奧地利等國都有設置透過網路即可查詢基地台資料庫。在德國的聯邦層級當中,電信傳播與郵政主管機關稱為「聯邦網絡局」(Bundesnetzagentur)。該署的前身機關有一份發表於2004年11月(到目前為止最新)標題稱為“regtp facts”的官方報告當中,除論及到該署關於電磁輻射是否具人體危害性的立場之外,相當鉅細靡遺地對於手機基地台資料庫的建構、公開與民眾使用情形進行介紹。該份資料可透過以下網址(http://www.bundesnetzagentur.de/media/archive/1030.pdf)下載查閱。依據德國官方的統計,該資料庫上網公開後的九個月之間即有高達三百萬人次的查詢記錄,顯見人民斷於生活周遭的環境有高度關切與瞭解的需求。此外,德國於2001年業者組成類似的組織”IZMF”,充分配合”EMF-Datenbank”的建構。英國於2000年電信業者即以自願性的機制共同組成一個稱為”Ofcom”的組織,建立一套手機基地台的資料庫(sitefinder),並可供任何人上網查詢基地台的設置地點與相關的電磁波資訊。
除了如德國透過公部門建構基地台資料庫之外,外國的電信業者將相關資料庫之資訊公開視為對於消費者的完整服務,且透過資訊透明機制,以嘗試消除消費者的不安疑慮。相對於此,我國業者相關自願機制不但落後多年而無法產生,且竟在主管機關本於國家保護義務,以及保障人民知的權利,擬建立電磁輻射資料庫並供人民查詢時出面阻擾,心態不無可議之處。
業者經常指稱資訊公開將助長民眾不理性抗爭,然而民眾抗爭在歐洲更是稀疏平常,其手段之激烈,台灣的民眾抗爭僅是小巫見大巫。然而對此而言,歐洲公部門的看法是溝通不夠,資訊不夠透明而導致疑慮;偏偏在我國卻經常被理解為應該緊縮資訊釋放,以避免衝突。難不成意味著我國資訊人權有自己標準,而不須與國際同步!?
預警、風險揭露與溝通、積極研究之投入
上個世紀之前,X光放射線、DDT、石綿等物質的利用,也曾經被視為科技的大進步,甚至今日禁用的DDT亦曾獲得諾貝爾獎的桂冠,但其重大危害性卻是經過20年以上才被證實,因此公部門應抱持審慎與勿重蹈科技悲劇的態度面對電磁輻射所伴隨的健康風險問題。筆者在此希望業者與相關部門不要因為吃定台灣人民普遍過度依賴手機使用,即省去了在資訊公開、溝通及積極研究的工作。當然,更期待業者能善盡其企業社會責任,配合資訊公開,並應即刻停止繼續以幼童或青少年作為廣告訴求對象。

WEST Dorset MP Oliver Letwin is backing worried Lyme residents in their fight to stop plans for a new mobile phone mast close to homes, businesses and a school.
The O2 transmitter is planned for a derelict piece of land on Lyme Regis Industrial Estate to improve network coverage in the area.
Nearby residents have launched a Fight the Mast campaign and sent a petition with 60 signatures to planning authority West Dorset District Council. MP Oliver Letwin has added his voice to the campaign and last week met with senior management at the district council, a meeting he said left him ‘quite optimistic about the outcome’.
Mr Letwin said: “Of course, this is all very difficult – because we all want to be able to use our mobile phones, and none of us wants a mobile mast anywhere near us. A careful balance, therefore, has to be struck.
“But it never fails to amaze me how much chutzpah the operators of these systems have.
“I am sure we can fight this one off, and get the thing put somewhere a lot further away from human beings.”
Objectors say the mast would seriously put at risk the hundreds of schoolchildren who use the nearby footpath.
Headteacher Dr Richard Steward said: “The Woodroffe School inevitably has concerns regarding the potential health issues relating to over a thousand pupils and has requested furthe information from Needham Haddrell (O2 agents).
The Lyme Regis Society says the location does not seem ‘sensible’. Planning officer Stephen Wilkins said: “The mast under consideration is just over 100 metres from Woodroffe School. It and its base station are located scarcely four metres from the footpath used by the majority of pupils going to and from the town, and about 20 metres from the pedestrian crossing used by all the pupils.”
Lyme Regis Town Council has also joined the debate and recommended to the district council that O2’s planning application be refused.
At the town council’s planning committee meeting last Wednesday, chairman Spencer Hogg gave members a ‘note of warning’ that objections on health grounds alone would not be enough.
Senior town councillor Ken Meech said: “The Government scientists insist there are no dangers from these masts. I think public perception is different to that and quite rightly so. “ Uplyme Road resident Jackie Deane, who lives only metres from the site, said: “We have got grandchildren who come every year for a holiday and if that mast goes up, they won’t be coming any more.”
The district council’s development services manager, John Greenslade, said the application was publicised according to official guidelines.

電訊塔悄悄豎立 4花園居民抗議

(亞羅士打17日訊)米都萬群園、耶谷園、士打園與萬嘉園逾1800名居民代表,今日高舉反對標語橫幅,抗議一座疑似電訊塔的建築物在萬群園住宅區豎立,以免操作時散發的輻射危害人體健康。
在萬群園福利組主席鍾鐘添克率領下,4花園居民多名代表高舉反對橫幅,要求亞羅士打市政廳採取行動。
萬群園居民是于本月6日,驚見一座全新看似電訊塔的建築一夜之間“神秘”豎立在米都萬群園的住宅區內后,急召居民和政黨代表前來觀察。
該造型與一般的電訊塔不同,體形設計精簡筆直,至于它的作用與負面影響卻需進一步探討。
冀迅速解決
鐘添克說,當地4個花園就有3個電訊塔,2座豎立在該區店屋一帶,居民向亞羅士打市政廳投訴多年,都未見有下文,並豎立在當地已有8年。
他說,最近剛剛豎立這座“神秘”看似電訊塔的建築物,設立在萬群園內回教祈禱室、民眾會堂和住宅水槽周圍正中的地段,豎立在該住宅區內已一個星期。
他說,萬群園居民約90%是華裔,不希望居所環境受干擾,更不願健康受威脅。
“約200人已在備忘錄上簽名,希望市政廳主席能關注民生,採取行動解決。
另一方面, 亞羅士打市議員鄭括斯,今日代表亞羅孟古魯區州議員依斯邁,及亞羅士打市政廳主席卡加里接領由萬群園福利組主席鐘添克移交的備忘錄。在場者包括該園福利組名譽顧問劉國詒及署理主席劉福昌等

原來是非法的!
亞羅士打市議員鄭括斯已向市政廳建築委員會詢問,獲知該電訊塔是在沒有任何文件批准下設立。
他說,該區居民反對在住宅區內,設立電訊塔是對居民健康問題,絕非任何種族問題存在。
他說,吉打州行政議員依斯邁醫生也不認同非法電訊塔的建設,並探討它對居民身心可能造成的危害與威脅。
他將把有關備忘錄交給亞羅士打市政廳,查明整個建築結構意圖,若建築物不會帶來危害,他們將就此作罷;若是電訊塔,他們一定會追根究底,還人民公道。
電訊塔一夜冒起
居民恐慌求助.議員也不知情
(亞羅士打6日訊)一座全新看似電訊塔的建築,一夜之間“神秘”豎立在米都萬群園的住宅區;居民清晨醒來驚見,急電居民和政黨代表探查究竟。
奈何,此建築完全沒有留下任何資料可循,竟連當地人民代議士和市議員也對此建築批准充滿諸多疑問,毫不知情!
儘管如此,有趣的現象是,今早的投訴視察活動,接獲投報的各政黨代表皆有出席,現場可謂熱鬧無比。他們包括回教黨行政議員兼亞羅孟古魯區州議員依斯邁沙力醫生、回教黨市議員阿布巴卡、馬華吉打州公共服務投訴局主任王孫文、公正黨市議員鄭括斯以及該區一名巫統代表。
萬群園福利組主席鐘添克也與居民一同出席。
依斯邁沙力醫生也是掌管吉州衛生事務委員會主席,他指出,由於他也對這座看似電訊塔的設立和批准不知情,因此必須有待查明后,才能得知詳情。
追根究底
他說,他會向市政廳詢問整個建築結構的意圖。如果這座建築沒有問題,他們也就作罷;不過,如果會為民眾帶來許多問題,一定會追根究底。
王孫文受詢及時說,他是接獲居民來電投訴後,駕著摩哆到現場觀察。
市議員鄭括斯指出,他先會向市政廳建築委員會瞭解詳情,確明這座建築的合法性。
他說,他是恰好在附近參與清潔運動,接到投訴后到來瞭解詳情,並向亞羅士打市政廳匯報實況。

磁波受害者自述--安全的家在哪裡?

我身兼家庭主婦、先生助理、台南環盟幹部等數職,雖然要處理很多繁雜的事情,透過預先規劃掌握狀況,向來都是遊刃有餘,不做沒把握的事,三年前卻莫名陷入心力交疲的狀況,超乎我的掌控之外。
比較明顯的症狀追溯到三年多前,感覺到肩頸僵硬、容易疲倦、睡不著、常常暴怒、偏頭痛,累積到最後變成肝也出問題,身心飽受煎熬,卻找不到原因。後來台南環盟陳椒華老師開始關心電磁波問題,一取得西德射頻檢測器馬上找我協助檢測,檢測完回到家已經很晚,坐在客廳稍作測試檢測器卻「答、答…..」作響,數值不斷攀高,甚至超過2000μW/m2設限值,才驚覺居家環境出現大漏洞。
發現家裡不安全是很令人沮喪的事,尤其當初與先生考慮交通、環境、安全等因素,千挑百選,最後選擇台南市東區公寓大樓的10樓,希望給2個寶貝孩子安全舒適的成長環境,結果卻中了下下籤,真的感覺很無奈。自己因為常常坐在靠窗書桌整理資料,因此電磁波暴露最嚴重,症狀最為顯著,先生也有容易疲累、睡眠不佳的狀況,孩子則開始注意力不集中、皮膚起疹,我每天測電磁波每天擔憂,頭腦直接冒出的念頭就是:「趕快搬家!」
電磁波從哪裡來﹖上頂樓放眼望去,櫛次鱗比的建築錯落緊挨著,好幾個方向都有基地台,西南方距離228公尺處樓上,有約十二支發射器,距離457公尺處頂樓約有二十支發射器,北方距離350公尺頂樓約有十七支發射器,而東方距離1597公尺處,位於學校旁邊,有三座高塔式共構基地台。陳椒華老師來家裡幫忙勘查,用另一台設限較高的檢測器做檢測,發現電磁波約20秒一個循環,陽台高達2萬μW/m2以上,再到頂樓做各方向的測試,確認主兇竟是最遠的東方1.5公里外的基地台,心中不禁迷惑了:基地台這麼遠還發射那麼強,要搬到哪裡才安全﹖
到學校做檢測,在基地台對向大樓陽台測到28萬μW/m2,隔二個月再測更達35萬μW/m2以上,但是找到了危害來源,卻無計可施。公聽會上,業者代表氣定神閒地坐著,面對健康安全受危害、痛苦不已的弱勢民眾,屢屢抬出寬鬆的國家標準作護身符,宣稱國際未確認危害,將責任推卸得一乾二淨,讓人憤憤不平!
買了電磁輻射防護布製作窗簾隔離陽台,家裡勉強降到800μW/m2,身體狀況比較好了,但是與一般1μW/m2以下的環境背景值相較,差了千倍以上,還是不太理想。後來接到檢測微波爐的任務,密集檢測之下竟然包括臉、脖子、前胸都起紅疹,右肩淋巴結也腫大,停止測試看皮膚科抹藥症狀稍好,再到嘉義嘉南社區做基地台電磁波危害調查,症狀又萌發,研判是電磁波所引發,自此成為電磁波敏感症患者的代言人。
深入電磁波受害區域勘查發現,受害民眾比想像中還多,民眾抱怨睡不著、耳鳴、疲倦、頭痛、甚至罹癌、死亡的案例呈現區域密集分布,他們到處看醫生、累積一大堆掛號單,身體卻每況愈下。到了無法忍受的地步,大家會集結起來抗爭要求拆除,但是拆得了小的不一定拆得了大的,而且政府為省事鼓勵業者共構共站,基地台少了發射功率卻增強,環境電磁波問題更嚴重。
有感於區域力量分散必須凝聚起來,在陳椒華老師的鼓吹勸說下,我投入台灣電磁輻射公害防治協會的發起籌組工作,希望邀集更多人共同推動電磁輻射公害防護立法,但參與規劃電磁波危害調查卻發現,台灣急切推動新科技,缺乏防護預警制衡,造成環境電磁波有日趨上升的現象,我們所住的社區大樓也傳說增設無線上網AP、微波擴大器等設備,造成窗外電磁波值遽升至7萬μW/m2以上,卻不知道發射源在哪裡,也沒有辦法解決,心裡感到很挫折,”家”應該是安全的避風港,如今卻成為危險之地,而政府官員不聞不問,還誤導現行的環境建議值就是”安全標準”,簡直就是把台灣人民當做電力設施、高科技的試驗品!呼籲人民快覺醒,要求政府嚴訂電磁輻射防護標準,否則恐怕包括我們和未來世代都會付出很大的代價!

Tripura restricts cellphone towers for fear of radiation

Agartala, July 8 (IANS) Fearing radiation harmful to human health, the Tripura government has imposed restrictions against setting up Base Tower Stations (BTS) for mobile phones. The Tripura State Pollution Control Board (TSPCB) issued a public notification in newspapers directing mobile telephone service providers to obtain prior written permission from the authority before setting up BTS.
“Following complaints from various quarters about the ill-effects of radiation from the mobile phones and BTS, the state government has sought legal clarification and scientific explanation from the central government about this radioactivity,” said Tripura Science and Technology Minister Joy Gobinda Debroy.
“There is no tangible scientific report about the effect of radiation of BTS and mobile phones, but it has been well-known that radioactivity beyond tolerant limits has dreadful affect on living organisms, that is why it is necessary to identify the amount of radio activity before starting the BTS operation,” the minister told reporters.
TSPCB chairperson Mihir Deb added that the union environment minister had recently issued a notification imposing a ban on setting up BTS in educational institutions, hospitals and densely populated areas.
“Recently, mobile phone towers in schools, hospital premises and heavily populated areas have been banned in some cities in India and it was made mandatory to take permission from the appropriate authority,” added a TSPCB official.
“This was done to limit the harmful effects of electromagnetic radiation exposure, following the stringent provisions of the International Commission on Non-Ionizing Radiation Protection (ICNIRP) coming into force in May,” he added.
According to some scientific reports, the prevalence of brain tumours has increased by 30 percent among regular mobile phone users globally.
“Mobile phone and BTS radiations could affect human health; the increase of cancer and other dreadful diseases in the country might be due to the effect of such radiations,” said oncologist Partha Sarathi Sutradhar.

1店铺屋顶竟安8电讯塔 居民集体抗议

(北海11日讯)店屋业者不断在屋顶安装电讯塔,导致附近居民不满,展开抗议行动!
威北日落斗哇路一间店屋周三上午进行电讯塔安装行动,引起毗邻其他店屋业者及居民在获悉后即集合展开抗议,最终阻止该安装工作进行。
据召集人王竟聪表示,该店铺在10多年前经已开始在屋顶安装电讯塔,至今安装的电讯塔经已约七、八支,而店屋业者的举动严重影响附近居民的健康。
他也表示过往是在凌晨进行安装工作,因此居民们都无法及时阻止,然而这次安装工作在上午进行,被居民们发现阻止。
他也透露,安装人士无法出示任何証件証明该安装工作获得市政局批准。
郑国忠:非店屋拥有者 不知安装行动是否合法
另一方面,在该安装电讯塔的店屋底楼经营生意的郑国忠(48岁)则表示他并不是该店屋拥有者,而他只是租用底楼店面。
他表示不知安装行动是否合法及其安装用途。
然而,他也补充几年前的消费人协会研究报告也经已显示使用手机时的辐射比电讯塔的辐射对人类更具影响。
杨玉叶:电讯塔安装后常头痛
最靠近电讯塔的一间美发院业者杨玉叶表示,自电讯塔安装后,她经常面对头痛问题。万沙基查:未获威省市局批准
巫青威北打西汝洛区团理事万沙基查则表示,安装人员出示的信件显示该安装工作实际上并未获得威省市政局的批准。
因此他希望有关当局深入调查此事件并且採取必要的对策。
吴忠泳:影响环宇电视操作
附近居民吴忠泳表示,该电讯塔的存在严重影响到其环宇电视(Astro)的操作,由于不堪面对劣质的电视画面,他最终被逼关闭环宇电视频道。 相关照片

The danger of relay antennas to health finally recognized!
The Senators of the Green Party welcome the decision of the Versailles Court of Appeal to order the dismantling of a Bouygues Telecom relay antenna in Tassin la Demi-Lune in the Rhone.
This decision has confirmed the condemnation pronounced by the Court of Nanterre against the company Bouygues Telecom on the grounds that the presence of a mobile telephone relay antenna close to a house constitutes an abnormal nuisance to one's neighbor that can be removed only by dismantling the antenna.
This ruling gives legal recognition to the risks posed by mobile phone masts to human health, which may result in very serious health problems such as cancers.
The decision relies in particular on the 2007 BioInitiative report, which was prepared by a group of scientists who have no connection to any person or any company in the mobile phone business, and which calls on the public authorities of every country to review the statutory limits of exposure to electromagnetic fields.
It is now up to the Government to take responsibility for setting new standards that provide better protection for the health of the population, and thus prevent a new health catastrophe from happening.
